A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $135,968 TO LAYNE
INLINER, LLC AND SETTING FORTH $27,193 FOR
CONTINGENCIES, FOR PROJECT NO. 15-032 (WW1503)
FY2015 SELENIUM REDUCTION PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE
THE SAME
WHEREAS,
competitive bids for the Project No. 15-032 (WW1503) FY2015 Selenium
Reduction Project have been received and examined; and
WHEREAS, the proposal of Layne Inliner, LLC of Kiowa, Colorado was the lowest of
those bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for lining 4,254 linear feet of 8-inch sewer main in Fairmount Park
Subdivision in the City of Pueblo. Contract Agreement forFY2015 Selenium Reduction
Project with Layne Inliner LLC, Project No. 15-032 (WW1503) is hereby awarded to said
bidder in the amount of $135,968.
SECTION 2.
Funds for Project 15-032 (WW1503) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$27,193
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to Layne Inliner, LLC for
FY2015 Selenium Reduction Project. The project will place Cured-In-Place pipe in the
existing 8” sanitary mains in Fairmount Park Subdivision.

BACKGROUND
:
The FY2015 Selenium Reduction Project is a pilot project which will line 4,254 Linear
Feet of 8-inch x 6.0-millimeter Cured-In-Place pipe (CIPP). The Wastewater
Department is responding to concerns from the Colorado Department of Health and
Environment and the Environmental Protection Agency about the level of selenium in
the effluent discharged from the James R. DiIorio Water Reclamation Facility to
Segment 1a of the Lower Arkansas River. The Wastewater Department has been
testing the level of selenium in sanitary sewer mains in the Fairmount Park Subdivision.
This area is high in selenium and has a significant amount of infiltration into the sewer
mains. Testing will continue after the mains have been lined with CIPP to determine the
degreed to which selenium can be reduced by eliminating infiltration of groundwater into
the sanitary sewer system.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $135,968 with contingencies of $27,193.
Funds are available from the Sewer User Funds and have been budgeted and
appropriated to Project No. 15-032 (WW1503).
