AN ORDINANCE AMENDING THE FISCAL YEAR 2015
STAFFING ORDINANCE BY RECLASSIFICATION OF A
POSITION WITHIN THE FINANCE DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality
for the Finance Department; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “FINANCE” of Ordinance No. 8811, being the 2015
Staffing Ordinance, is amended as follows:

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
The foregoing reclassification is contingent upon and subject to final approval by the
Civil Service Commission if such reclassification is appealed and shall become effective upon
the date that such reclassification becomes final pursuant to Section 6-4-5, P.M.C.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING
ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE FINANCE
DEPARTMENT
SUMMARY:
The Finance Department requests to adjust its staffing by reclassifying the Tax Auditor I position
to a Tax Auditor II.
PREVIOUS COUNCIL ACTION:
On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2015.
BACKGROUND:
The Finance Department requests to adjust its staffing by reclassifying the Tax Auditor I position
to a Tax Auditor II. The Human Resources Department performed a reclassification review of
the Tax Auditor I position. The reclassification review found that the Tax Auditor I position in the
Finance Department, has been assigned job duties that are higher level than those described in
the corresponding job description; and it was recommended that the scope and level of
responsibility are in line with and are more adequately represented by the Tax Auditor II job
classification. The result of this action will be no net increase in staffing.
FINANCIAL IMPLICATIONS:
Funding for the reclassified position of Tax Auditor II will come from the general fund. The
difference in salary for the remainder of 2015 is approximately $2,330.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
City Administration and members of the executive board of the Pueblo Association of
Government Employees (PAGE) met on April 23, 2015 to discuss the proposal which was met
with support from the union. Additionally, the President of the Pueblo Association of
Government Employees (PAGE) has signed and executed a Memorandum of Understanding
concerning this reclassification.
ALTERNATIVES:
The no action alternative would be to retain the current classification assignment, necessitating
reassignment of higher level duties to other staff members within the Department. Such an
alternative which would be operationally difficult as the higher-level responsibilities of this
position are significant, and the department has limited staff members that they could assign the
additional duties to.
RECOMMENDATION:
Approval of the Ordinance.
