HomeMy WebLinkAbout08877 ORDINANCE NO. 8877 AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY REVISING A POSITION WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Information Technology Department;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “INFORMATION TECHNOLOGY” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is amended as follows: Information Technology Director of Information Technology 1 Assistant Director of Information Technology 1 Public Relations & Media Specialist 1 Media Systems Administrator 1 \[Senior Business Systems Analyst 0.75\] Senior Network Administrator 1 Senior Security Administrator 1 System Administrator 1 GIS Coordinator 1 GIS Specialist I 1 Senior PC Network Technician 1 Business Systems Analyst 2 \[1\] PC Network Technician 1 Communications Supervisor 1 Radio Technician / Radio Technician II 2 16 Total \[15.75\] SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Lori Pinz – Information Technology Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY REVISING A POSITION WITHIN THE INFORMATION TECHNOLOGY DEPARTMENT SUMMARY: The Department of Information Technology requests to adjust its staffing by downgrading the ¾ time Senior Business Systems Analyst position to a full-time Business Systems Analyst. PREVIOUS COUNCIL ACTION: On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2015. BACKGROUND: The Information Technology Department requests to adjust its staffing by converting a ¾ time Senior Business Systems Analyst position to a lower level, full-time, Business Systems Analyst. The incumbent currently holding the ¾ time Senior Business Systems Analyst position is retiring at the end of April. The requested change would help the department better meet staffing and production needs as the new employee will be able to be available to assist the Department on a full-time basis. FINANCIAL IMPLICATIONS: Funding for the downgraded position of Business Systems Analyst will come from the general fund. This action will result in a financial impact of approximately $2500 for the remainder of 2015. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. The Business Systems Analyst is an existing classification covered in the PAGE collective bargaining agreement. ALTERNATIVES: The no action alternative would be to retain the current classifications. This would disallow the department to reorganize and redistribute essential functions needed for optimal operational efficiency of the Information Technology Department, continuing to cause strain on the already limited resources of the department. RECOMMENDATION: Approval of the Ordinance.
