AN ORDINANCE AMENDING THE FISCAL YEAR 2015
STAFFING ORDINANCE BY RENAMING THE
CLASSIFICATIONS OF ZONING ENFORCEMENT OFFICER,
POLICE SUPPORT TECHNICIAN I AND POLICE SUPPORT
TECHNICIAN II WITHIN THE POLICE DEPARTMENT
WHEREAS, it is necessary to revise the classification for the ultimate efficiency and
functionality for the Police Department; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “POLICE” of Ordinance No. 8811, being the 2015
Staffing Ordinance, is amended as follows:

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING
ORDINANCE BY RENAMING THE CLASSIFICATIONS OF ZONING
ENFORCEMENT OFFICER, POLICE SUPPORT TECHNICIAN I AND POLICE
SUPPORT TECHNICIAN II WITHIN THE POLICE DEPARTMENT
SUMMARY:
The Police Department requests to adjust its staffing by changing the name of the Zoning
Enforcement Officer, Police Support Technician I and Police Support Technician II
classifications to Code Enforcement Officer and Lead Code Enforcement Officer respectively.
PREVIOUS COUNCIL ACTION:
On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2015.
BACKGROUND:
Approximately two years ago the Code Enforcement function for the City was reorganized.
Specifically, the zoning enforcement responsibilities previously performed by staff within the
Planning and Community Development Department were transferred to the Code Enforcement
Division within the Pueblo Police Department. Since then, the division has streamlined the
workload and this is the final step in the reorganization which is to standardize job titles of the
staff. The Police Department requests to adjust its staffing by renaming the Zoning Enforcement
Officer, Police Support Technician I to Code Enforcement Officer. The Police Support
Technician II classification will be renamed Lead Code Enforcement Officer. This change would
create consistency in the Police Department’s Code Enforcement Division by providing
classification titles that clearly describe the duties that are being performed by the incumbents.
Additionally, such titles are consistent with industry standards and can be found in the majority
of local government agencies.
The result of this action will be no net increase in staffing.
FINANCIAL IMPLICATIONS:
There will be no financial impact related to this Ordinance.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
City Administration and members of the executive board of the Pueblo Association of
Government Employees (PAGE) met on this topic on April 23, 2015. There was no opposition
to this action.
ALTERNATIVES:
The no action alternative would be to retain the current classification names. However, the
proposal in this Ordinance is the most viable option because the title change recognizes the
need for consistency and clear description the duties that are being performed by the
incumbents.
RECOMMENDATION:
Approval of the Ordinance.
