AN ORDINANCE APPROVING A CONTRACT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AND THE STATE OF COLORADO, THE DEPARTMENT OF
HIGHER EDUCATION, HISTORY COLORADO, THE
STATE HISTORICAL FUND, BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $26,250,
ESTABLISHING CAPITAL PROJECT NUMBER PL1504
AND TRANSFERRING THE AMOUNT OF $6,750 FROM
PL1312 AND $2,000 FROM PL1404 TO PL1504,
RELATING TO THE DOWNTOWN HISTORIC SURVEY
PROJECT, AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO EXECUTE SAME
WHEREAS, the State of Colorado, Department of Higher Education, History
Colorado, the State Historical Fund have offered funds through Contract 2014-M2-016;
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Contract between the City of Pueblo, a Municipal Corporation, and the State
of Colorado, for the use and benefit of the Department of Higher Education, History
Colorado, the State Historical Fund, 2014-M2-016 (hereinafter referred to as the
“Contract”), a copy of which is attached, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
Subject to encumbrances by the Colorado Department of Higher Education,
History Colorado, the State Historical Fund, funds from SHF #2014-M2-016 in the
amount of $26,250 are hereby budgeted and appropriated for the Downtown Historic
Survey, PL1504.
SECTION 3.
Matching funds in the amount of $6,750 shall be transferred from PL1312 to
PL1504.
SECTION 4.
Matching funds in the amount of $2,000 shall be transferred from PL1404 to
PL1504.
SECTION 5.
The President of the City Council is authorized to execute and deliver the
Contract in the name of the City and the City Clerk is directed to affix the seal of the City
thereto and attest same.
SECTION 6.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of the Ordinance and Contract to effectuate the
policies and procedures described therein.
SECTION 7.
This Ordinance shall become effective immediately upon final passage and
approval.

SUMMARY:
The City of Pueblo was awarded a State Historical Fund grant from the State of
Colorado, Department of Higher Education, History Colorado in the amount of $26,250.
The City has provided the local match in the amount of $8,750.
PREVIOUS COUNCIL ACTION:
City Council has authorized the use of Council Contingencies Account, PL1312 in the
amount of $6,750 and has accepted additional donated matching funds, PL1404 in the
amount of $2,000.
BACKGROUND:
The Department of Planning and Community Development has obtained funding in the
amount of $26,250 from the State Historical Fund, History Colorado. The local match is
funded in the amount of $8,750 from 2013 Council Contingencies, and contributions
from Historic Pueblo Inc., City Center Partnership, Downtown Association, and Pueblo
Urban Renewal Authority. The purpose of the Project is to complete a '90-10' historic
building survey of the core Downtown area. The survey will conduct 90%
reconnaissance level survey and 10% intensive forms on "rehab ready" significant
properties likely to see reinvestment in the near future. The goal of the survey is to
develop a historic context, define the period(s) and themes for significance and
recommend a potential National Register Historic District Boundary. Fieldwork will
include updating existing survey forms from earlier surveys. The Project will further
develop the stakeholders group to take a nomination or individual landmarks forward
after completion. A consultant will be hired to perform the work and should be started
by August of 2015 with a completion date of February 2017.
FINANCIAL IMPLICATIONS:
The $35,000 State Historical Fund grant contract will be funded through the following
sources:
State Historical Fund $26,250
2013 City Council Contingencies, PL1312 $ 6,750
Historic Pueblo, Inc., City Center Partnership,
Downtown Association, and Pueblo Urban
Renewal Authority, PL1404 $ 2,000
Total $35,000
BOARD/COMMISSION RECOMMENDATION:
The Historic Preservation Commission recommended the submittal of the State
Historical Fund application for a Downtown Historic Survey on August 29, 2013.
STAKEHOLDER PROCESS:
The Downtown Historic Survey Stakeholders committee has been formed to include
interested property owners and organizations in the downtown area.
ALTERNATIVES:
The Project will not go forward if it is not funded.
RECOMMENDATION:
Approve the Ordinance.
