HomeMy WebLinkAbout13237RESOLUTION NO. 13237 A RESOLUTION SUPPORTING THE CONCEPT FOR THE INSTALLATION OF MONUMENTAL PUBLIC ART SCULPTURES ON THE NEW DILLON FLYOVER BRIDGE AS A GATEWAY FEATURE TO THE CITY OF PUEBLO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council hereby supports the concept of the installation of monumental public art sculptures on the new Dillon Flyover Bridge, on public right of way, located at the roundabouts on the east and west sides of the new bridge. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution to effectuate the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT:A RESOLUTION SUPPORTING THE CONCEPT FOR THE INSTALLATION OF MONUMENTAL PUBLIC ART SCULPTURES ON THE NEW DILLON FLYOVER BRIDGE AS A GATEWAY FEATURE TO THE CITY OF PUEBLO SUMMARY: A community group effort has been established to promote the placement of monumental public art sculptures on the new Dillon Flyover Bridge. The new bridge is viewed as the new “Gateway” into the City of Pueblo. No funding has been established to date. PREVIOUS COUNCIL ACTION: No previous action. BACKGROUND: A group of citizens, the City of Pueblo staff, the Colorado Department of Transportation, and the Pueblo Urban Renewal Authority have discussed the design and feasibility of the installation of two monumental sculptures in the roundabouts at the new Dillon Flyover. The construction of the new Dillon Flyover presents an opportunity to install two sculptures that will serve as highly visible, artistic entryway pieces into the City of Pueblo. The City has spent $19,000 for an engineering study (including utilities locations) to plan for and locate future monumental foundations for the future placement of art sculptures on each roundabout on the bridge structure. The art group is requesting support from City Council for the placement of monumental art sculptures on the bridge. It is envisioned that an artist be selected and work in cooperation with the City to design the sculptures now so a budget can be established for a future fund raising campaign. FINANCIAL IMPLICATIONS: No financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Pueblo Urban Renewal Authority Board heard a presentation on September 9, 2014 and is in support of the Project. The Planning Department presented the Dillon Drive/I-25 Interchange Public Art Concept to City Council at a Work Session on October 14, 2014. STAKEHOLDER PROCESS: The Pueblo Urban Renewal Authority has formed an ad hoc advisory committee consisting of Mickey Beyer from Public Works; Bill Zwick from Planning; Barb Vidmar, a concerned citizen; Jean Latka, a local artist; and Don Bruestle, Dawn Prince, Dr. John Batey, representing PURA. ALTERNATIVES: Denial of this Resolution will result in cancellation of the Project. RECOMMENDATION: Approve the Resolution.
