INTRODUCED: _ May 11, 2015 BY: Ed Brown City Clerk’s Office Item # M-9 Background Paper for Proposed Resolution COUNCIL MEETING DATE: May 11, 2015 TO: President Steve Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Mark Lovin – Aviation Department SUBJECT: A RESOLUTION APPOINTING A COMMERCIAL SERVICE OPERATOR MEMBER TO THE PUEBLO MEMORIAL AIRPORT ADVISORY COMMITTEE SUMMARY: This Resolution appoints a representative of the Airport’s Commercial Service Operators (“Operator”) to the Pueblo Memorial Airport Advisory Committee (“Committee”) for the remainder of the term that will expire on July 31, 2015. PREVIOUS COUNCIL ACTION: On May 22, 2006, City Council approved Resolution No. 10727 that changed the membership of the Committee to include a Commercial Service Operator representative. The first member was appointed by Resolution on July 10, 2006 for a 1-year term from August 1, 2006 thru July 31, 2007. Since then, City Council has appointed a representative to the Committee every year except 2014. BACKGROUND Resolution No. 10727 states that City Council will appoint the Operator representative to the Committee based on input from a consortium of Operators. The Resolution also states that the term would be for 3 years. In June of 2006, the Operators met and selected a representative to recommend to City Council for appointment. At that time, the Operators requested the term be for 1 year instead of 3 years and this was verbally agreed upon by the Director of Aviation. For this reason, the term for the last representative appointed by City Council under Resolution No. 12747 was for 1 year, expiring July 31, 2014. The Operators did not meet prior to August 1, 2014 to select another representative so the position remained vacant. On April 23, 2015, the Operators met and selected a representative to recommend to City Council for appointment to the Committee. After discussions with the City Clerk, it was noted that City Council did not approve the 1-year term, so based on 3-year terms beginning in 2006, the remaining term will be completed on July 31, 2015. The Operators will be directed to meet nd again prior to the 2 Council Agenda meeting in July to select another representative for Council appointment for the August 1, 2015 thru July 31, 2018 term. FINANCIAL IMPLICATIONS: This is a volunteer committee and members serve without compensation. BOARD/COMMISSION RECOMMENDATION: Not Applicable for this Resolution. STAKEHOLDER PROCESS: None. ALTERNATIVES: If Council does not approve the appointment, the Operator’s representative position on the Committee will remain vacant. RECOMMENDATION The Aviation Department recommends approval of this Resolution. Attachments: Commercial Service Operator Letter of Selection
