A RESOLUTION ACCEPTING GRANT FUNDS FROM THE
SOUTHERN COLORADO REDUCED AUTO THEFT TASK
FORCE, ESTABLISHING PROJECT NO. PS1503, AND
TRANSFERRING FUNDS FROM THE PROJECTS TO BE
DETERMINED – PUBLIC SAFETY GRANT FUND TO PROJECT
NO. PS1503
WHEREAS, the City of Pueblo approved a Memorandum of Understanding for the
purpose of participating in the Southern Colorado Reduced Auto Theft Task Force (SCRATT)
on February 23, 2015;
WHEREAS, SCRATT utilizes funds provided by the (CATPA) Colorado Auto Theft
Prevention Authority grant, which have been awarded pursuant to CATPA 14-JAJU14-003165,
to the El Paso County Sheriff’s Office; and
WHEREAS, the City of Pueblo Police Department receives a share of the CATPA grant
funds; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project No. PS1503 is hereby created and funds in the amount of $4,229.00 shall be
transferred from the Projects to be Determined – Public Safety Grant Fund to Project No.
PS1503.
SECTION 2.
The officers of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
Attached is a Resolution approving the creation of Project No. PS1503 for the purpose of
accepting grant funds from the Colorado Auto Theft Prevention Program Grant as allocated to
members of the Southern Colorado Reduced Auto Theft Task Force.
PREVIOUS COUNCIL ACTION:
On February 23, 2015, City Council approved by Ordinance the Memorandum of Understanding
by and between the City of Pueblo, a Municipal Corporation and the El Paso County Sheriff’s
Office, Colorado Springs Police Department, Fountain Police Department, Pueblo County
Sheriff’s Office, Manitou Springs Police Department, and the Woodland Park Police Department
for the purpose of participating in the Southern Colorado Reduced Auto Theft Task Force
(SCRATT).
BACKGROUND:
The task force utilizes funds provided by the Colorado Auto Theft Prevention Authority (CATPA)
grant. The El Paso County Sheriff’s Office receives the grant funds and distributes the funds to
participating organizations pursuant to the provisions of CATPA’s FY15 grant award. The
original ordinance approving the SCRATT memorandum of understanding failed to explicitly
accept the grant funds, establish a project, and transfer the grant funds to that project. In
addition, the overall grant funds were decreased and therefore, the amount allocated to the
Pueblo Police Department was decreased from $8,197.00 to $4,229.00.
FINANCIAL IMPLICATIONS:
The CATPA funds shall be used by the Police Department only in accordance with the
provisions of CATPA’s FY15 grant award, pursuant to the project number CATPA 14-JAJU14-
003165, to the El Paso County Sheriff’s Office. The Pueblo Police Department shall receive
$4,229.00 as allocated by the grant award. No match is required by the City of Pueblo.

City Council may opt to decline the grant funds.
RECOMMENDATION:
The Police Department recommends approval of the Ordinance.
