HomeMy WebLinkAbout13223RESOLUTION NO. 13223 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $31,452.75 TO CORTEZ CONSTRUCTION CO., INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR IN THE ALLEY BEHIND 816 MINNEQUA AVENUE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and WHEREAS, the point repair work was awarded to Cortez Construction Co., Inc., under the 2015-2016 multi-year point repair contract ; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer main in the alley behind 816 Minnequa Street. Contract Agreement for Sanitary Sewer Repair with Cortez Construction Co., Inc., Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $31,452.75. SECTION 2. Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Gene Michael, Wastewater Director SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $31,452.75 TO CORTEZ CONSTRUCTION CO., INC., FOR EMERGENCY SANITARY SEWER POINT REPAIR IN THE ALLEY BEHIND 816 MINNEQUA AVENUE AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a resolution awarding a construction contract to Cortez Construction Co., Inc. for emergency sanitary sewer point repair in the alley behind 816 Minnequa Avenue. PREVIOUS COUNCIL ACTION : None BACKGROUND : A collapsed sewer main caused a severe backup into 816 Minnequa Avenue on March 16, 2015. The sewer main is located in the alley running behind 816 Minnequa Avenue. The sewer main that failed was a 6-inch diameter main. A sewer cleaning head became stuck in the main, 200 feet of hose had to be abandoned over the weekend, and the resident needed to move out of the house pending remediation of the backup due to the odor inside the house. The quote for the unit prices for the work by Cortez Construction Co., Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which four (4) contractors were qualified via competitive bid. During the project the costs were modified by actual field quantities as noted on the attached change order. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Remove & Replace 8" PVC < 12' $4,025.00 Remove & Replace 48-inch Manhole $4,600.00 Traffic Control Plus 15% Per Contract $868.50 Reinstate Service $517.50 Mobilization $833.75 34% Subtotal: $10,844.75 Surface Improvement-related Asphalt Patch $20,608.00 66% Subtotal: $20,608.00 TOTAL: $31,452.75 FINANCIAL IMPLICATIONS : Funding for this project came from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 14-067 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing sanitary system and the collapsed sewer main would remain. This would lead to backups into other properties served by the collapsed sewer main, or sanitary sewer overflows releasing untreated sewage into the environment. Backups cause a serious health and safety concern to the public. Alternative No. 2 – Place the Main on the Rehabilitation List Under this alternative, the City would make no immediate repairs to the sanitary sewer. The main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. In addition, the collapsed main would remain and could cause backups of raw sewage into the adjacent properties, or could cause sanitary sewer overflows releasing untreated sewage into the environment. Due to this risk of backup or sanitary sewer overflow, a serious health and safety issue would still be present to the public. RECOMMENDATION : Approval of the Resolution.
