AN ORDINANCE AMENDING THE FISCAL YEAR 2015
STAFFING ORDINANCE BY REALLOCATING A POSITION
WITHIN THE PUBLIC WORKS DEPARTMENT STREETS
DIVISION AND REASSIGNING THE POSITION TO THE PUBLIC
WORKS ENGINEERING DIVISION
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality
for the Public Works Department; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following sections captioned “PUBLIC WORKS-ENGINEERING AND PUBLIC
WORKS-STREETS DIVISION” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is
amended as follows:

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING
ORDINANCE BY REALLOCATING A POSITION WITHIN THE PUBLIC WORKS
DEPARTMENT STREETS DIVISION AND REASSIGNING THE POSITION TO
THE PUBLIC WORKS ENGINEERING DIVISION
SUMMARY:
The Department of Public Works requests to adjust its staffing by moving the Pavement
Management Technician from the Public Works Streets Division to the Public Works
Engineering Division.
PREVIOUS COUNCIL ACTION:
On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2015.
BACKGROUND:
The Public Works Department requests to adjust its staffing by moving the Pavement
Management Technician position from the Public Works Streets Division to the Public Works
Engineering Division due to the operational needs of the department. The requested change
would help the department better meet staffing and production needs as they relate to
construction inspection activities. Select inspection duties will be assigned to the Pavement
Management Technician classification moving forward and the assignment within the
Engineering Division will facilitate professional engineering oversight of the performance of
these critical inspection responsibilities.
FINANCIAL IMPLICATIONS:
This action will not result in a financial impact for 2015. The Pavement Management Technician
has been budgeted for fiscal year 2015 and there is no proposed change in salary. This is
simply a change in division assignment.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The no action alternative would be to retain the current classification in the Streets Division.
This would disallow the department to reorganize and redistribute essential functions needed for
optimal operational efficiency of the Public Works Department Engineering Division, continuing
to cause strain on the already limited resources of the department.
RECOMMENDATION:
Approval of the Ordinance.
