HomeMy WebLinkAbout08859ORDINANCE NO. 8859 AN ORDINANCE ESTABLISHING CAPITAL PROJECT BC1302 AND APPROVING A GRANT AGREEMENT BETWEEN PUEBLO, A MUNICIPAL CORPORATION, AND THE COLORADO DEPARTMENT OF TRANSPORTATION, AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME AND AUTHORIZING THE ACQUISTION OF TWO CITI-LIFT VANS FOR REPLACEMENT, TRANSIT TECHNOLOGY UPDATES AND EQUIPMENT REPLACEMENT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement between the City of Pueblo, a Municipal Corporation, and the Colorado Department of Transportation for the purpose of purchasing two Citi-Lift vans for replacement, Transit Center security system, security cameras and electronic fare boxes for buses, and Transit shop equipment replacement, the “Project”, copies of which are attached hereto, having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of City Council is hereby authorized to execute said Grant Agreements on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City to the Grant Agreement and attest the same. SECTION 3. Funds in the amount of $288,526 are hereby budgeted and appropriated for the Project including $230,821 in Colorado Department of Transportation Grant funds and a total of $57,705 in City’s matching funds from Projects BC1302 in the amount of $50,859, and from Project BC1102 in the amount of $6,846. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance, including transferring of the City’s matching funds, and attached Agreements which are necessary or desirable to effectuate the transactions described therein. SECTION 5. This Ordinance shall become effective immediately upon final passage. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Brenda Broyles, Director, Pueblo Transit Department SUBJECT: AN ORDINANCE ESTABLISHING CAPITAL PROJECT BC1302 AND APPROVING A GRANT AGREEMENT BETWEEN PUEBLO, A MUNICIPAL CORPORATION, AND THE COLORADO DEPARTMENT OF TRANSPORTATION, AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME AND AUTHORIZING THE ACQUISTION OF TWO CITI-LIFT VANS FOR REPLACEMENT, TRANSIT TECHNOLOGY UPDATES AND EQUIPMENT REPLACEMENT SUMMARY: Attached are copies of the Grant Agreement between the City of Pueblo/Pueblo Transit, and the Colorado Department of Transportation, Division of Transit and Rail, Section 5339 - FY 2013 Capital Projects. PREVIOUS COUNCIL ACTION: The City Council of Pueblo has previously approved Grant Awards from the Colorado Department of Transportation, Division of Transit and Rail, for the purpose of subsidizing Pueblo Transit’s Capital Projects such as equipment and technology replacement/updates. BACKGROUND: Pueblo Transit has been allocated a Colorado Department of Transportation Federal Capital Grant (5339) for FY2013 funding in the amount of $230,821. These funds are intended to purchase two Citi-Lift vans for replacement, Transit Center security system, security cameras and electronic fare boxes for buses, and Transit shop equipment replacement. FINANCIAL IMPLICATIONS: The anticipated total project cost is $288,526. The Colorado Department of Transportation share for the 5339 FY 2013 capital grant agreement is $230,821 and the local City match is $57,705. BOARD/COMMISSION RECOMMENDATION: Pueblo Transit Board of Directors approves this Ordinance. STAKEHOLDER PROCESS: The Colorado Department of Transportation grant award apportionment will be published in local newspapers with a description of all approved projects in this grant. Ten days after the public notice is published, the public will be given an opportunity to comment on the socio-economic impact of any of these projects. ALTERNATIVES: Failure to accept this grant by City Council will limit Pueblo Transit’s ability to comply with its FTA mandated vehicle replacement schedule, and outdated technology and equipment replacement. RECOMMENDATION: Approval of the Ordinance. Attachments: 1.
