INTRODUCED: April 27, 2015 BY: Dennis Flores City Clerk’s Office Item # M-5 Background Paper for Proposed Resolution COUNCIL MEETING DATE: April 27, 2015 TO: President Stephen G. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk From: Earl Wilkinson, Stormwater Director A RESOLUTION APPROVING THE TRANSFER OF $78,000 FROM SUBJECT: PROJECT SW1599-PROJECTS TO BE DETERMINED TO SW1003- FOUNTAIN CREEK WATER QUALITY PROJECT SUMMARY: Attached is a Resolution approving the transfer of $78,000 into the Fountain Creek Water Quality Project. PREVIOUS COUNCIL ACTION : None BACKGROUND : These funds are for the Fountain Creek Sediment Collector demonstration project that is intended to illustrate a new technology to remove stream bedload material from the waterway in lieu of the conventional method of dredging. The collector is currently installed on the Fountain Creek approximately 0.43 miles upstream of the confluence with the Arkansas River. The intent of the project is to ultimately lower the streambed in the area of the collector, to create or restore additional channel freeboard, restore channel capacity, and in the long-term, reduce flooding. The sediment collector captures the bedload material, then pumps a slurry to a separator where the fine sands and gravel drop out and are deposited on a conveyor/stacker and stockpiled on site out of the flood plain. This will provide a diversion dike and remove sediment just upstream allowing access to the collector for the purpose of clearing the sediment that has settled on top. Once the collector is cleared the removal of the dike will begin so the collector can be started and analyzed to the effectiveness of its operation. FINANCIAL IMPLICATIONS : Funds in the amount of $78,000 shall be transferred into SW1003-Fountain Creek Water Quality from SW1599-Projects to be Determined. BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : The sediment collector is within a portion of the flowing stream area and to gain access to the collector the stream will need to be diverted around. This alternative would not allow the dike to be temporarily installed to gain the access for the purpose of analyzing the effectiveness of the sediment collector. RECOMMENDATION : Approval of the Resolution. Attachments : None
