RESOLUTION NO. 13212 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $4,853.86 TO K.R. SWERDFEGER CONSTRUCTION INC., PROJECT NO. 14-067 (WWAN03) FOR EMERGENCY SANITARY SEWER POINT REPAIR IN PRAIRIE AVE. BETWEEN DITTMER AVE. AND CARLILE AVE. AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code ; and WHEREAS, the point repair work was awarded to K.R. Swerdfeger Construction, Inc., under the 2015-2016 multi-year point repair contract; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. This contract is for repair of the sanitary sewer main in Prairie Avenue between Dittmer Avenue and Carlile Avenue. Contract Agreement for Sanitary Sewer Repair with Swerdfeger Construction Inc., Project No. 14-067 (WWAN03) is hereby awarded to said bidder in the amount of $4,853.86. SECTION 2. Funds for Project 14-067 (WWAN03) shall be from the Sewer User Fund. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: Attached is a resolution awarding a construction contract to Swerdfeger Construction Inc., for emergency sanitary sewer repair in Prairie Ave. between Dittmer Ave. and Carlile Ave. PREVIOUS COUNCIL ACTION : None BACKGROUND : On January 8, 2015, the Wastewater Department was informed that a forty-five degree angle in the 38” pipe in Prairie Ave. would require an open cut in the road, down to and into the pipe, to allow for the previously planned lining project to occur properly. After discussion on the issue, it was decided that installing a new manhole in the alley at Prairie Ave. between Dittmer Ave. and Carlile Ave. and a new section of 24” pipe connecting the new manhole to the existing manhole in Prairie Ave. would be the best option. However, once the project began it was discovered that there was a conflict with the existing storm main. The storm main was directly on top of the sanitary main where the planned manhole would be located. The repair was delayed until a proper design could be performed for the storm and sanitary mains. Additionally, the lining of this section was rescheduled for a later date. The Wastewater Department will pay for the 24” pipe which the contractor had purchased and not used on another completed project. The quote for the unit prices for the work by K.R. Swerdfeger Construction Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which four (4) contractors were qualified via competitive bid. During the project, the costs were modified by actual field quantities as noted on the attached change order. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related 24” PVC Repair $4,053.86 Mobilization $800.00 Subtotal: $4,853.86 TOTAL: $4,853.86 100% FINANCIAL IMPLICATIONS : Funding for this project will come from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding is available and has been budgeted, appropriated and allocated to Project No. 14-067 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – Continue with Emergency Repair Under this alternative, the City would continue with the repair. In addition to the sanitary main being constructed, the storm main would need to be removed and replaced. Without proper investigation and planning, the possibility of this once small repair to snowball to a large project is very likely. RECOMMENDATION : Approval of the Resolution.
