AN ORDINANCE BUDGETING AND APPROPRIATING AN
ADDITIONAL $424,455 IN PACOG FY2014 - FY2015
CONSOLIDATED PLANNING GRANT FUNDS FOR
TRANSPORTATION AND PLANNING SERVICES RELATED
TO THE CITY OF PUEBLO AND PUEBLO AREA COUNCIL OF
GOVERNMENTS 2015 DELEGATION AGREEMENT FOR
TRANSPORTATION PLANNING SERVICES
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Additional Consolidated Planning Grant Funds in the amount of $424,455 from
the FY2014-FY2015 Pueblo Area Council of Governments (PACOG) Federal Highway
Administration Consolidated Planning Grant Funds (CPG) are hereby budgeted and
appropriated for FY2014-FY2015 Urban Transportation Planning Project.
SECTION 2.
The additional funds include $350,000 in FY2015 FHWA CPG Funds and
$74,455 of additional CPG funds carried over from FY2013.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Ordinance to effectuate the policies and
procedures described herein.
SECTION 4.
This Ordinance shall become effective upon final passage and approval.

TRANSPORTATION PLANNING SERVICES
SUMMARY:
The proposed Ordinance would approve budgeting and appropriating an additional
$424,455 in Federal Highway Administration Consolidated Planning Grant funds into the
Urban Transportation Planning Project Fund. The funds are received through the
Pueblo Area Council of Governments (PACOG) related to the 2015 Delegation
Agreement between Pueblo Area Council of Governments (PACOG) and the City of
Pueblo for Transportation Planning Services.
PREVIOUS COUNCIL ACTION:
Ordinance No. 8687 approved on December 9, 2013 budgeted and appropriated
$939,200 in FY2014 Consolidated Planning Grant Funds.
BACKGROUND:
The proposed Ordinance will budget and appropriate additional Federal Highway
Administration Consolidated Planning Grant funds in the amount of $424,455 into the
Urban Transportation Planning Project. The additional funds include $350,000 in
FY2015 Consolidated Planning Grant Funds and $74,455 of additional carry-over funds
from FY2013 that have not been budgeted and appropriated by the City. The funds
have been included in the City and PACOG Delegation Agreement budget and the
PACOG Urban Planning Work Program budget.
FINANCIAL IMPLICATIONS:
The additional budget and appropriation of $424,455 funds will increase the FY2014-
FY2015 Consolidated Planning Grant budget to $1,363,654 over the two-year grant
period. In FY2014 a total of $433,987.83 was spent. The remaining amount of $929,667
will be available to be spent in FY2015. The City Finance Department will expend in-kind
staff time to process payroll, invoices, and prepare monthly financial reports for the
Colorado Department of Transportation for reimbursement of Urban Transportation
Planning expenditures.
BOARD/COMMISSION RECOMMENDATION:
The FY2014 – FY2015 funds are included in the FY2015 PACOG Transportation
Planning budget, and the Urban Planning Work Program that have been previously
approved by the PACOG Board in 2014.
STAKEHOLDER PROCESS:
The Consolidated Planning Grant funds, approved by CDOT and the Federal Highway
Administration, are identified in the Urban Planning Work Program (UPWP) by task with
associated budget amounts. The UPWP is reviewed at public meetings by the PACOG
Transportation Advisory Committee and approved by the PACOG Board.

RECOMMENDATION:
Approve the Ordinance.
