A RESOLUTION APPROVING THE CITY OF PUEBLO TO
SUBMIT TWO GRANT APPLICATIONS TO THE
COLORADO STATE HISTORICAL FUND FOR FUNDING
OF THE PUEBLO CITY HALL HISTORIC LIGHTING
PROJECT AND THE EL PUEBLO PAVILION MASTER
PLAN PROJECT AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO EXECUTE SAME
WHEREAS, it is a goal of the Pueblo Comprehensive Development Plan to
preserve the archaeological, architectural, historical, and natural resources which
contribute to the character, individuality, and cultural heritage of Pueblo; and
WHEREAS, it is the goal of the 2001 City Hall and Memorial Hall Historic
Structural Assessment and Master Plan to preserve and restore City Hall and Memorial
Hall as important historic civic buildings for the City of Pueblo and State of Colorado;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A grant application requesting $182,500 from the Colorado State Historical Fund
to assist in the restoration and reconstruction of historic lights on the first floor in the
public lobby spaces serving both City Hall and Memorial Hall, a copy of which is
attached hereto, is hereby approved and strongly supported.
SECTION 2.
A grant application requesting $35,000 from the Colorado State Historical Fund
to assist in the development of a master plan for the El Pueblo Pavilion and surrounding
public space, a copy of which is attached hereto, is hereby approved and strongly
supported.
SECTION 3.
The President of the City Council is hereby authorized to execute and deliver the
grant applications in the name of and on behalf of the City of Pueblo, a Municipal
Corporation, and the City Clerk shall affix the seal of the City thereto and attest same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Resolution to effectuate the policies and procedures
described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a copy of two grant applications to the Colorado State Historical Fund for
funding related to the Pueblo City Hall Historic Lighting Project and the El Pueblo
Pavilion Master Plan Project.
PREVIOUS COUNCIL ACTION:
City Council has approved the last State Historical Fund grant submitted for the City
Hall Interior Rehabilitation and Remodel in April 2014.
BACKGROUND:
This Resolution authorizes the submittal of two grant applications to the History
Colorado, State Historical Fund to assist in funding the City Hall Historic Lighting Project
and the El Pueblo Pavilion Master Plan Project. The Historic Lighting Project will include
the rehabilitation of an original chandelier and the reconstruction of nine historic replica
light fixtures in the lobby on the first floor and the stairway shared by City Hall and
Memorial Hall which is the historically significant primary public spaces of City Hall. The
Master Plan for El Pueblo Pavilion will combine the services of a landscape architect,
preservation architect, and archaeologist to provide a road map for addressing the
physical structure, archaeology/collection, education, community engagement, and
sustainability. Partners in the Project consist of the Pueblo Archaeological Society, El
Pueblo Museum, and the Pueblo Urban Renewal Authority.
FINANCIAL IMPACT:
The total Project cost of the City Hall Historic Lighting is estimated to be $302,152
including a $182,500 grant request from the History Colorado State Historical Fund and
local matching funds of $62,000. The City’s local match will be provided from remaining
funds from the Memorial Hall donation account held by agreement by the Pueblo Urban
Renewal Authority. The El Pueblo Pavilion Master Plan Project is estimated to be
$50,000 including a $35,000 grant request from the State Historical Fund and a local
match in the amount of $15,000 from the City, El Pueblo Museum, and the Pueblo
Urban Renewal Authority. It is understood the proposed cash match must be available
before the City signs the SHF contract, but is not a condition of the application
submittal.
BOARD/COMMISSION RECOMMENDATION:
At the March 12, 2015 meeting of the Pueblo Historic Commission it was
enthusiastically approved that the Commission supports both applications to be
submitted to History Colorado, State Historical Fund.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
If the grants from the State Historical Fund were not submitted and awarded, the City
would not start the Projects.
RECOMMENDATION:
Approval of the Resolution.
