ORDINANCE NO. 8847
AN ORDINANCE ESTABLISHING RATES AND CHARGES FOR
TRANSPORTATION SERVICES EFFECTIVE APRIL 1, 2015
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The following rates and charges for transportation services are herby fixed and
established effective April 1, 2015:

Student $0.85 $1.00
Elderly/Disabled $0.55 $0.65
Citi-Lift $2.20 $2.50
Adult 35-Day Pass $38.50 $44.00
Student 35-Day Pass $30.25 $34.50

Adult 22-Ride Pass $18.15 $21.00
Student 22-Ride Pass $13.75 $16.00

SECTION 2.
The officers and the staff of the City are directed and authorized to perform any
and all acts consistent with the intent of this Ordinance which are necessary or
appropriate to implement this Ordinance.
SECTION 3.
This Ordinance shall become effective upon final passage.

SUBJECT: AN ORDINANCE ESTABLISHING RATES AND CHARGES FOR
TRANSPORTATION SERVICES EFFECTIVE APRIL 1, 2015
SUMMARY:
This Ordinance would increase fares effective April 1, 2015, for the continuation of
current transportation services and to offset any sudden costs such as increases in the
cost of diesel fuel for buses or general vehicle maintenance.
PREVIOUS COUNCIL ACTION:
In October 2012, Pueblo Transit proposed a fare increase of $0.25. At that time, City
Council Members approved a fare increase of $0.10 and recommended that future fare
increases be evaluated and approved in small increments.
BACKGROUND:
There has not been a fare increase for public transportation services since October
2012. Since that time, there have been decreases in annual revenue miles and revenue
hours with decreased hours of operation for the fixed route on Saturdays.
The average cost to provide one ride on a city bus is $3.59. The average cost to provide
one Citi-Lift ride is $15.24.
FINANCIAL IMPLICATIONS:
If the proposed fares are approved, additional fare box revenues of approximately
$40,000 are anticipated.
BOARD/COMMISSION RECOMMENDATION:
The Transit Board of Directors recommends approval of this Ordinance.
STAKEHOLDER PROCESS:
Members of the City’s ADA/Transit Advisory Committee and the Transit Citizen Advisory
Committee support these fare increase proposals. They suggest that Pueblo Transit
increases its marketing program to increase community exposure of services, and they
also recommend that Pueblo Transit conducts periodic rider satisfaction surveys.

RECOMMENDATION:
Approval of the Ordinance.
