AN ORDINANCE CHANGING ZONING RESTRICTIONS
FOR PARCELS OF LAND COMMONLY KNOWN AS 902 E.
ROUTT AVENUE, 934 E. ROUTT AVENUE, AND 917 E.
EVANS AVENUE FROM R-4, MIXED RESIDENTIAL
DISTRICT TO R-5, MULTIPLE-FAMILY RESIDENTIAL AND
OFFICE DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering parcels of land commonly known as 902 E.
Routt Avenue, 934 E. Routt Avenue, and 917 E. Evans Avenue are hereby changed
from R-4, Mixed Residential District to R-5, Multiple-Family Residential and Office
District and upon passage of this Ordinance, zoning restrictions affecting R-5, Multiple-
Family Residential and Office District, shall apply to said property as follows:
Lots 1 to 23 & 29 to 31, Block 8, Bessemer, and commonly known as: 902
E. Routt Avenue, 943 E. Routt Avenue & 917 E. Evans Avenue
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of the Ordinance to effectuate the policies and
procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and
approval.

ROUTT AVENUE, AND 917 E. EVANS AVENUE FROM R-4, MIXED
RESIDENTIAL DISTRICT TO R-5, MULTIPLE-FAMILY RESIDENTIAL
AND OFFICE DISTRICT
SUMMARY:
The applicant is requesting to rezone the properties commonly known as 902 E. Routt
Avenue, 934 E. Routt Avenue, and 917 E. Evans Avenue from R-4, Mixed Residential
District to R-5, Multiple-Family Residential and Office District.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The proposed rezoning will facilitate the adaptive reuse of the Roman Catholic Church
properties in the Bessemer Neighborhood. In order to operate the proposed mortuary
and crematory operations of the Angelus Funeral Home, a Special Use Permit must be
granted by the Zoning Board of Appeals. As proposed, the development plans for this
property will be compatible within the neighborhood and will comply with City standards
for development.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their January 14, 2015 Regular Meeting,
voted 5-0 to recommend approval with Commissioners Flores and Lucas being absent.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current zoning would remain.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
