INTRODUCED: _ February 9, 2015 BY: Ed Brown PASSED AND APPROVED: February 23, 2015 City Clerk’s Office Item # R-5 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: February 9, 2015 TO: President Steve Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Gene Michael – Wastewater Department SUBJECT: AN ORDINANCE BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $124,105.58 FROM THE SEWER USER FUND RESERVES FOR THE PURCHASE OF SANITARY SEWER INSPECTION EQUIPMENT FROM NEVEREST EQUIPMENT COMPANY SUMMARY: Attached is an Ordinance budgeting and appropriating funds in the amount of $124,105.58 from the Sewer User Fund Reserves to purchase sanitary sewer inspection equipment. PREVIOUS COUNCIL ACTION: Capital Equipment budget of $200,000 was approved in the 2014 Budget by City Council. BACKGROUND Funding was approved in the 2014 Budget for the Wastewater Department for the purchase of a new sewer inspection van. The inspection equipment was ordered from Neverest Equipment Company, but not received prior to the end of 2014. The van was ordered from Phil Long Ford and was received on December 29, 2014. Due to the late delivery of the van, time was not available for the sewer inspection equipment, which was ordered from Neverest Equipment Company, to be installed prior to the end of the City’s fiscal year. Since the equipment has been ordered and the 2014 budget has lapsed, this Ordinance is requesting the funds be budgeted and appropriated in 2015 from the Sewer User Fund Reserves to pay for the sewer inspection equipment once it has been installed. FINANCIAL IMPLICATIONS: Funds in the amount of $124,105.58 shall be budgeted and appropriated from the 2015 Sewer User Fund Reserves. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Alternative No. 1 - No Action. Under this alternative by not having the sewer inspection van available, the Wastewater Department will not be able to inspect the condition of sewer mains to determine potential problems and enable the timely repair of the mains to prevent breaks and spills which would create a serious health and safety issue to the public. RECOMMENDATION The Wastewater Department recommends approval of this Ordinance. Attachments: None
