AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER
5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE
RELATING TO THE FY 2015 CLASSIFICATION AND PAY
PLAN BY ESTABLISHING THE PAY SCALE FOR THE
CAPITAL PROJECTS MANAGER
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo
Municipal Code as amended, being the Classification and Pay Plan (2015), are amended to
read as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the
City effective January 1, 2015;
B. The classification and pay range for all non-bargaining unit employees of
the City January 1, 2015;
C. The pay range for all unclassified employees of the City effective January
1, 2015.

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR
THE CAPITAL PROJECTS MANAGER
SUMMARY:
Attached for consideration is an amended Classification and Pay Plan Ordinance that reflects
the addition of the pay rate and salary schedule for the Capital Projects Manager position.
PREVIOUS COUNCIL ACTION:
In December 2014, City Council approved the annual Salary Ordinance for the 2015 fiscal year.
BACKGROUND:
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council. The proposed Pay Schedule establishes the pay rate and salary
scale for the classified position of Capital Projects Manager. A reclassification study was
conducted and the reclassification study found that the Landscape Architect position in the
Planning and Community Development Department performed duties that were higher level
than those described in the corresponding job description. It was recommended that the scope
and level of responsibility are in line with and more adequately represented by the new job
classification of Capital Projects Manager. The recommended salary schedule for this new
classification is equivalent to that of the Principal Planner.
FINANCIAL IMPLICATIONS:
Funding for the reclassified position of Capital Projects Manager will come from the general
fund. The difference in salary for the remainder of 2015 is approximately $2,642.

None
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
There are no alternatives to this Ordinance. If this Salary Ordinance does not receive approval
by City Council, there will not be a pay rate or scale available to the department and the
Purchasing Department will be unable to hire for this position.
RECOMMENDATION:
Administration recommends approval of this Ordinance.
