AN ORDINANCE AMENDING THE FISCAL YEAR 2015
STAFFING ORDINANCE BY REVISING A POSITION WITHIN
THE WASTEWATER DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality
for the Wastewater Department; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned “WASTEWATER-ENGINEERING” of Ordinance No.
8811, being the 2015 Staffing Ordinance, is amended as follows:

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING
ORDINANCE BY REVISING A POSITION WITHIN THE WASTEWATER
DEPARTMENT
SUMMARY:
The Wastewater Department Recreation requests to revise its staffing by downgrading one (1)
Associate Engineer II-WW position to an Associate Engineer I.
PREVIOUS COUNCIL ACTION:
On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2015.
BACKGROUND:
The Wastewater Department requests to adjust its staffing by downgrading one (1) Associate
Engineer II-WW position to an Associate Engineer I. The Wastewater Department is
downgrading the position in order to attract and recruit entry-level Engineers to Municipal
Government. The result of this action will be no net increase in staffing. The Wastewater
Department will realize a salary savings as a result of this action.
FINANCIAL IMPLICATIONS:
Funding for the position of Associate Engineer I will come from the Wastewater Enterprise fund.
The salary savings for the remainder of 2015 is approximately $3,500.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The President of the Pueblo Association of Government Employees (PAGE) acknowledged that
the Associate Engineer I is an existing classification covered in the PAGE collective bargaining
agreement. Such acknowledgement occurred on January 22, 2015 during a meeting with City
Administration and members of the executive board of the Pueblo Association of Government
Employees (PAGE).
ALTERNATIVES:
The no action alternative would be to retain the current classification assignment. The result
would not allow the City to recruit entry-level candidates at the Associate Engineer I level.
RECOMMENDATION:
Approval of the Ordinance.
