PREVIOUS COUNCIL ACTION: On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2015. BACKGROUND: The Wastewater Department requests to adjust its staffing by downgrading one (1) Associate Engineer II-WW position to an Associate Engineer I. The Wastewater Department is downgrading the position in order to attract and recruit entry-level Engineers to Municipal Government. The result of this action will be no net increase in staffing. The Wastewater Department will realize a salary savings as a result of this action. FINANCIAL IMPLICATIONS: Funding for the position of Associate Engineer I will come from the Wastewater Enterprise fund. The salary savings for the remainder of 2015 is approximately $3,500. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The President of the Pueblo Association of Government Employees (PAGE) acknowledged that the Associate Engineer I is an existing classification covered in the PAGE collective bargaining agreement. Such acknowledgement occurred on January 22, 2015 during a meeting with City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE). ALTERNATIVES: The no action alternative would be to retain the current classification assignment. The result would not allow the City to recruit entry-level candidates at the Associate Engineer I level. RECOMMENDATION: Approval of the Ordinance.
