HomeMy WebLinkAbout08842ORDINANCE NO. 8842 AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Planning and Community Development Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “PLANNING AND COMMUNITY DEVELOPMENT” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is amended as follows: Planning & Community Development Director of Planning & Community Development 1 Assistant City Manager/Community Investment 1 Assistant City Manager/Development Services 0 Principal Planner 1 \[Landscape Architect 1\] Capital Projects Manager 1 Senior Planner 3 Planner 3 Land Use Technician 1 Administrative Technician 1 Total 12 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. The foregoing reclassification is contingent upon and subject to final approval by the Civil Service Commission if such reclassification is appealed and shall become effective upon the date that such reclassification becomes final pursuant to Section 6-4-5, P.M.C. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Steven Meier – Planning and Community Development Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT SUMMARY: The Department of Planning and Community Development requests to adjust its staffing by reclassifying the Landscape Architect position to a Capital Projects Manager. PREVIOUS COUNCIL ACTION: On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2015. BACKGROUND: The Planning and Community Development Department requests to adjust its staffing by reclassifying the Landscape Architect position to a Capital Projects Manager. The Human Resources Department performed a reclassification review of the Landscape Architect. The reclassification review found that the Landscape Architect position in the Planning and Community Development Department performs job duties that are higher level than those described in the corresponding job description; and it was recommended that the scope and level of responsibility are in line with and are more adequately represented by the new job classification of Capital Projects Manager. The result of this action will be no net increase in staffing. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Capital Projects Manager will come from the general fund. The difference in salary for the remainder of 2015 is approximately $2,642. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met and conferred on this reclassification on January 22, 2015. The union acknowledged that the position is a management position and does not fall within the general services bargaining unit. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher level duties to other staff members within the Planning and Community Development or Public Works Departments. RECOMMENDATION: Approval of the Ordinance.
