A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $2,347,926 TO
STURGEON ELECTRIC COMPANY, INC. AND SETTING
FORTH $235,000 FOR CONTINGENCIES, FOR PROJECT
NO. 14-078 (WW1203) JAMES R. DIIORIO WATER
RECLAMATION FACILITY PHASE II SWITCHGEAR
REPLACEMENT PROJECT AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for the Project No. 14-078 (WW1203) James R.
DiIorio Water Reclamation Facility Phase II Switchgear Replacement Project have been
received and examined; and
WHEREAS, the proposal of Sturgeon Electric Company, Inc. of Henderson,
Colorado was the lowest of those bids determined to be responsive; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for phase II of the electrical rehab at the James R. DiIorio Water
Reclamation Facility in the City of Pueblo. Contract Agreement for James R. DiIorio
Water Reclamation Facility Phase II Switchgear Replacement with Sturgeon Electric
Company, Inc., Project No. 14-078 (WW1203) is hereby awarded to said bidder in the
amount of $2,347,926.
SECTION 2.
Funds for Project 14-078 (WW1203) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$235,000
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to Sturgeon Electric
Company, Inc. for project No. 14-078 (WW1203) James R. DiIorio Water Reclamation
Facility Phase II Switchgear Replacement Project to proceed with phase II of the
electrical rehab for the James R. DiIorio Water Reclamation Facility.
PREVIOUS COUNCIL ACTION
:
Resolution No.12835, passed on November 25, 2013 for James R. DiIorio Water
Reclamation Facility Phase I Electrical Rehab.
BACKGROUND
:
The electrical equipment at the James R. DiIorio Water Reclamation Facility has passed
its normal design life and requires constant maintenance. The Water Reclamation
Facility depends on electricity to operate the various wastewater treatment processes.
Electrical supply components at the facility have at times failed to operate. This is
unacceptable and could lead to the inability to treat wastewater and to noncompliance
of state requirements. It is the intent of this on-going project to rehabilitate key electrical
supply equipment in stages to avoid any service disruptions or permit violations. This
second phase of the electrical rehab will replace the switchgear. This project is vital to
the smooth operation of treatment processes at the James R. DiIorio Water
Reclamation Facility.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $2,347,926 with contingencies of
$235,000. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 14-078 (WW1203).

:
Alternative No. 1 – No Action
In the event of no action being taken, electrical components could potentially fail and
lead to the inability to treat wastewater causing the City to be in noncompliance of state
requirements and cause serious health and safety issues to the public.
