A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $15,283.22 TO FEDCO,
INC. AND SETTING FORTH $3,056 FOR
CONTINGENCIES, FOR PROJECT NO. 15-001 (WWAN01)
FY2015 VENTANA COURT MANHOLE ACCESS PROJECT
AND AUTHORIZING THE PURCHASING AGENT TO
EXECUTE THE SAME
WHEREAS,
competitive bids for the Project No. 15-001 (WWAN01) FY2015 Ventana
Court Manhole Access Project have been received and examined; and
WHEREAS, the proposal of FEDCO, Inc. of Pueblo, Colorado was the lowest of those
bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for construction of an 8-foot wide double gutter and related
surface improvement to access a sanitary manhole in the City of Pueblo. Contract
Agreement forFY2015 Ventana Court Manhole Access Project with FEDCO, Inc.,
Project No. 15-001 (WWAN01) is hereby awarded to said bidder in the amount of
$15,283.22.
SECTION 2.
Funds for Project 15-001 (WWAN01) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$3,056
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to FEDCO, Inc. for FY2015
Ventana Court Manhole Access Project to place an 8-foot wide double gutter to use as
an access to the sanitary manhole located between two landscaped residential lots in
Ventana Court.

BACKGROUND
:
The FY2015 Ventana Court Manhole Access Project will secure access to a sanitary
manhole located against the stucco wall facing Bandera Parkway between Lot 10 and
Lot 11 in Ventana Court. Currently, the collections crew is able to access the manhole
by driving through an undeveloped lot, Lot 11. The vacant lot will be developed and
landscaped in the summer of 2015 and the access to the manhole will be eliminated.
This area is built as a private gated community with restricted access. In late 2014,
there were two incidents of sanitary sewer overflows from this manhole, on February 17,
2014 and August 20, 2014, caused by the introduction of yard waste into the manhole.
An 8-foot wide double gutter will replace an existing 2-foot wide double gutter in the 20-
foot utility easement between Lot 10 and Lot 11. The proposed double gutter will be
reinforced to carry the load of the heavy cleaning trucks.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $15,283.22 with contingencies of $3,056.
Funds are available from the Sewer User Funds and have been budgeted and
appropriated to Project No. 15-001 (WWAN01).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements and access to the
manhole would be eliminated when Lot 11 is developed and landscaped. The
possibility of blockages, sanitary sewer overflows or backups into residential homes
would increase due to the lack of maintenance on the main in the block of Ventana
Court causing safety and health issues to the public.
RECOMMENDATION
:
Approval of the Resolution.
