FOR THE 8 STREET BRIDGE REHABILITATION OVER FOUNTAIN CREEK FOR ENGINEERING DESIGN SERVICES IN THE AMOUNT OF $43,032.19, AND SETTING FORTH $95,250 FOR CONTINGENCIES, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME th WHEREAS, proposals for Engineering Design Services for the 8 Street Bridge over Fountain Creek Rehabilitation have been examined; and WHEREAS, the proposal of Infrastructure Engineers, Inc., of Lakewood, Colorado, was the responsible bidder; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The contract between Infrastructure Engineers, Inc. and the City of Pueblo for the th 8 Street Bridge (PUE8th-0.0-ALB) Rehabilitation Engineering Design Services (“Contract”), a copy of which is attached hereto, is hereby awarded to said bidder in the amount of $43,032.19. SECTION 2. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work . . . . $4,303 SECTION 3. th Funds for said project shall be paid from Project Number HU1401 – 8Street Rehabilitation over Fountain Creek. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. FOR THE 8 STREET BRIDGE REHABILITATION OVER FOUNTAIN CREEK FOR ENGINEERING DESIGN SERVICES IN THE AMOUNT OF $43,032.19, AND SETTING FORTH $95,250 FOR CONTINGENCIES, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution awards a Engineering Design Service Contract to Infrastructure th Engineers, Inc. for the 8 Street Bridge Rehabilitation Project over Fountain Creek. PREVIOUS COUNCIL ACTION: None. BACKGROUND: th The 8 Street Bridge is a multi-span structure that crosses the Interstate 25 corridor, 2 sets of mainline UPRR railroad tracks and the Fountain River. This bridge is a critical transportation link for the City – connecting the east side of Pueblo with the west side. The western portion of the structure that crosses the Interstate 25 corridor was completely replaced by CDOT in 1991 (Ref: Str. K-18-BV). The eastern portion of the structure that crosses the Fountain River is a series of concrete arches that are in reasonably good condition, considering their age. It is the center section that spans the railroad tracks and adjacent flood plain area that is of concern and is the basis for this bridge rehabilitation project. The center section of the bridge is an aging (1928) cast-in-place concrete structure that is structurally deficient. The recent off-system bridge inspection report prepared by Benesch assigned a Sufficiency Rating of 48.6 for this structure. During their inspection last fall, Benesch’s inspectors discovered that the reinforced cast-in- place concrete support frames have further deteriorated. There is severe concrete spalling of the columns and beams, exposing highly rusted essential reinforcing steel, which lowered the sufficiency rating below 50 (48.6) such that this structure is now considered structurally deficient. FINANCIAL IMPLICATIONS: Funds for the Construction Engineering Design Services will come from Project No. th HU1401 – 8Street Rehabilitation over Fountain Creek. The City was informed that the application for grant funds ($280,000.) for the rehabilitation work was approved. A Contract with CDOT for the Construction Phase is pending. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: Denying this Resolution would result in the City of Pueblo being unable to proceed with the associated bridge rehabilitation project or accept the Grant.
