AN ORDINANCE AMENDING THE FISCAL YEAR 2015
STAFFING ORDINANCE BY REVISING A POSITION WITHIN
THE CITY MANAGER’S OFFICE
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality
for the City Manager’s Office; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
Effective upon the date of final passage of this Ordinance, the following section
captioned “CITY MANAGER” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is
amended as follows:

Deputy City Manager/Community
Services 1
Deputy City Manager/Internal Services 1
Assistant City Manager 2 \[1\]

SECTION 2.
Effective March 1, 2015, the position established pursuant to above Section 1 shall be
abolished and the 2015 Staffing Ordinance shall be amended as follows:

Deputy City Manager/Internal Services 1
Assistant City Manager 1 \[2\]

SECTION 3.
Due to the time constraints associated with the departure of the current Assistant City
Manager and the need to accomplish training and transition, good cause exists for the passage
of this Ordinance as an emergency ordinance pursuant to Section 3-20 of the City Charter.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 5.
This Ordinance shall become effective immediately upon final passage.

SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING
ORDINANCE BY REVISING A POSITION WITHIN THE CITY MANAGER’S
OFFICE
SUMMARY:
The City Manager’s office requests to temporarily increase staffing levels by one (1) full time
equivalent (FTE) for training purposes. The classification shall be Assistant City Manager and
the additional FTE shall be abolished upon the retirement of the current incumbent occupying
the classification which is anticipated on February 28, 2015.
PREVIOUS COUNCIL ACTION:
On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance
provided authorized staffing for Fiscal Year 2015.
BACKGROUND:
Currently, the City Manager’s staffing levels include one (1) Assistant City Manager FTE. The
incumbent has announced plans to retire by the end of February 2015. There is no mechanism
in ordinance to allow for the temporary overfilling of a position in order to facilitate critical
training and transition activities. Therefore, the City Manager’s office requests the addition of an
Assistant City Manager FTE, bringing the total to two (2), on a temporary basis to accomplish
necessary training. It is further requested that the additional FTE be abolished upon separation
of the current Assistant City Manager incumbent via retirement.
FINANCIAL IMPLICATIONS:
Funding for the position of the additional Assistant City Manager will come from the General
Fund. The cost is anticipated at approximately $1,073 per week for the training period during
which the additional position will be in existence, but overall there will be a savings as it is
anticipated that the new Assistant City Manager will be hired in at a significantly reduced rate.

None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
The no action alternative would be to retain the current staffing level which would eliminate any
opportunity to train a newly hired Assistant City Manager.
RECOMMENDATION:
Approval of the Ordinance.
