HomeMy WebLinkAbout13169RESOLUTION NO. 13169 A RESOLUTION AUTHORIZING THE TRANSFER OF $82,415.20 FROM PROJECT NUMBERS HU1402 – EAST TH 8 STREET BRIDGE/DRY CREEK DESIGN, AND SW1499 – STORMWATER PROJECTS TO BE DETERMINED INTO PROJECT NO. PL1203 – FOUNTAIN CREEK AND AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,410,285.37 TO CORTEZ CONSTRUCTION CO., AND SETTING FORTH $95,250 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 15-003 – EL CENTRO DEL QUINTO SOL PARK AND TRAILS PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, proposals for PROJECT NO. 15-003 – El Centro del Quinto Sol Park and Trails Project, have been received and examined; and WHEREAS, the Fountain Creek Project currently has a funding shortfall; and th WHEREAS, there are funds in the amount of $37,908.64 from HU1402 – East 8 Street Bridge / Dry Creek Design and $44,506.56 from SW1499 – Stormwater Projects to Be Determined for a total of $82,415.20; and WHEREAS, the proposal of Cortez Construction Co. of Pueblo, Colorado was the lowest of those bids determined to be responsible; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for PROJECT NO. 15-003 – El Centro del Quinto Sol Park and Trails Project is hereby awarded to said bidder in the amount of $1,410,285.37. SECTION 2. th Funds in the amount of $37,908.64 from HU1402 – East 8 Street Bridge / Dry Creek Design and $44,506.56 from SW1499 – Stormwater Projects to Be Determined, for a total of $82,415.20, is hereby transferred into Project No. PL1203 – Fountain Creek Trail. SECTION 3. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work . . . . $95,250 SECTION 4. Funds for said project shall be from Project Code PL1203 – Fountain Creek Trail. SECTION 5. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 6. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached contract/agreement to effectuate the transactions described therein. SECTION 7. This Resolution shall become effective immediately upon passage and approval. PL1203 – FOUNTAIN CREEK AND AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $1,410,285.37 TO CORTEZ CONSTRUCTION CO., AND SETTING FORTH $95,250 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 15-003 – EL CENTRO DEL QUINTO SOL PARK AND TRAILS PROJECT, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME SUMMARY: This Resolution transfers funds into the Fountain Creek Project and awards a Construction Contract to Cortez Construction Co. for the El Centro del Quinto Sol Park and Trails Project. PREVIOUS COUNCIL ACTION: None. BACKGROUND: This project consists of Park redevelopment at El Centro del Quinto Sol Park. Redevelopment efforts include a new, realigned Fountain Creek Trail, extending thth between the E. 4 Street Bridge and the E. 8 Street Bridge. Additional improvements th include pedestrian lighting along the trail, safety improvements under the E. 4 Street Bridge. New park amenities include a beach area, access to Fountain Creek, plazas, an outdoor amphitheater, and the wheel park, which has been bid separately. Finally, this project will succeed in connecting the El Centro del Quinto Recreation Center and Park to Fountain Creek and the Trail that runs along the creek. The project is located thth between: East 6 Street and East 7 Street and North Fountain Avenue and Fountain Creek. Funding for the park project has been provided by a 2012 Great Outdoors Colorado Trust Fund Grant and City matching funds. The work was competitively bid through the City’s Purchasing Department, and a copy of the bid summary is attached. FINANCIAL IMPLICATIONS: th Funds in the amount of $37,908.64 from HU1402 – East 8 Street Bridge/Dry Creek Design and $44,506.56 from SW1499 – Stormwater to Be Determined for a total of $82,415.20 shall be transferred into Project Number PL1203 – Fountain Creek Trail. Funds for the Project will be paid out of PL1203 – Fountain Creek Trail. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The City and our Consultants, Design Concepts, met with El Centro del Quinto Sol Board of Directors, Risley middle school students and interested citizens on two separate occasions to develop the design of the improvements that will be constructed. ALTERNATIVES: Denial of this Resolution will result in cancellation of the project. RECOMMENDATION: Approval of this Resolution. Attachments: Bid Summary
