HomeMy WebLinkAbout08839 ORDINANCE NO. 8839 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2015 CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY SCALE FOR THE ASSISTANT CITY MANAGER BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal Code as amended, being the Classification and Pay Plan (2015), are amended to read as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The classification and pay range for all bargaining unit employees of the City effective January 1, 2015; B. The classification and pay range for all non-bargaining unit employees of the City January 1, 2015; C. The pay range for all unclassified employees of the City effective January 1, 2015. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. Due to the time constraints associated with the departure of the current Assistant City Manager and the need to accomplish training and transition, good cause exists for the passage of this Ordinance as an emergency ordinance pursuant to Section 3-20 of the City Charter. SECTION 4. This Ordinance shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Sam Azad – City Manager Marisa Pacheco – Human Resources Director SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2015 CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY SCALE FOR THE ASSISTANT CITY MANAGER SUMMARY: Attached for consideration is an amended Classification and Pay Plan Ordinance that reflects a change in the pay rate and salary schedule for the Assistant City Manager position. PREVIOUS COUNCIL ACTION: In December 2014, City Council approved the annual Salary Ordinance for the 2015 fiscal year. BACKGROUND: Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform Schedule of Pay for the Classified Service, which shall be approved by the City Manager and submitted to City Council. The proposed Pay Schedule decreases the minimum entry pay rate of the salary scale for the unclassified position of Assistant City Manager. The slight reduction will likely result in salary savings but is still competitive for the level of work being performed. This proposal is submitted in advance of the announced retirement of the current incumbent and the anticipated hire of a replacement. FINANCIAL IMPLICATIONS: Funding for the position of Assistant City Manager was appropriated in the 2015 budget. The proposed decrease in the pay rate and salary scale of the Assistant City Manager may result in a salary savings for 2015 of up to $17,000 if a person is hired in at the new minimum pay rate. BOARD/COMMISSION RECOMMENDATION: None STAKEHOLDER PROCESS: None. ALTERNATIVES: If the proposed Salary Ordinance does not receive approval by City Council, the current pay rate and salary scale will remain the same as previously approved in December 2014 for FY2015. RECOMMENDATION: Administration recommends approval of this Ordinance.
