AN ORDINANCE CHANGING ZONING RESTRICTIONS
FOR PARCELS OF LAND COMMONLY KNOWN AS 320
CENTRAL MAIN STREET FROM B-4, REGIONAL
BUSINESS DISTRICT TO S-1, GOVERNMENTAL USE
DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering parcels of land commonly known as 320 Central
Main Street are hereby changed from B-4, Regional Business District to S-1,
Governmental Use District and upon passage of this Ordinance, zoning restrictions
affecting S-1, Governmental Use District, shall apply to said property as follows:
A portion of Lots 1 and 2, and all of Lot 3, Block 1 of Pueblo Center
Subdivision Filing No. 3, together with Lot 4, Pueblo Center Subdivision
Filing No. 4 and Mechanic Street from Santa Fe Drive through Richmond
Avenue.
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of the Ordinance to effectuate the policies and
procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and
approval.

SUBJECT: AN ORDINANCE CHANGING ZONING RESTRICTIONS FOR PARCELS
OF LAND COMMONLY KNOWN AS 320 CENTRAL MAIN STREET
FROM B-4, REGIONAL BUSINESS DISTRICT TO S-1,
GOVERNMENTAL USE DISTRICT
SUMMARY:
The applicant is requesting to rezone the property commonly known as 320 Central
Main Street from B-4, Regional Business District to S-1, Governmental Use District.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
In order to facilitate the implementation of the Regional Tourism Act project approved
for Pueblo by the State of Colorado, the proposed rezoning of a portion of Lots 1 and 2,
and all of Lot 3, Block 1 of Pueblo Center Subdivision Filing No. 3, together with Lot 4,
Pueblo Center Subdivision Filing No. 4, and Mechanic Street from Santa Fe Drive
through Richmond Avenue, is necessary. The proposed rezoning request conforms with
the Pueblo Comprehensive Plan designation for Downtown. Pursuant to the
requirements of the S-1 zone district, the Planning & Zoning Commission must approve
a Final Site Development Plan prior to application for a building permit.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their December 10, 2014 Regular Meeting,
voted 6-0 to recommend approval with Commissioner Webb being absent.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current zoning would remain.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
