HomeMy WebLinkAbout08832 ORDINANCE NO. 8832 AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE AND AMENDING SAME BY ADDING A NEW CLASSIFICATION TO THE PROMOTIONAL GROUP WITHIN THE WASTEWATER DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Wastewater Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “WASTEWATER-TREATMENT PLANT” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is amended as follows: Wastewater-Treatment Plant Assistant WWTP Operator C 1 Assistant WWTP Superintendent 1 Lab Analyst 1 Lab Analyst II 1 Lab Analyst III 1 Pretreatment Manager 1 Pretreatment Specialist 1 Senior Clerk Typist 1 Senior WWTP Maintenance Mechanic 2 WRF Worker/WRF Worker I/WRF Worker Wastewater Operator B II/ 6 Wastewater Operator A 5 WW Electrical Specialist 1 WW Instrument & Controls Specialist 1 WW SCADA Coordinator 1 WWTP Lab Supervisor 1 WWTP Maintenance Mechanic 1 WWTP Superintendent 1 Total 27 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Gene Michael – Wastewater Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE AND AMENDING SAME BY ADDING A NEW CLASSIFICATION TO A PROMOTIONAL GROUP WITHIN THE WASTEWATER DEPARTMENT SUMMARY: The Wastewater Department requests to adjust its staffing by establishing the new classification, Wastewater Operator B, to a promotional group within the Wastewater Department. PREVIOUS COUNCIL ACTION: On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2015. BACKGROUND: The Wastewater Department requests to adjust its staffing by establishing the new classification, Wastewater Operator B, to the Wastewater Treatment Plant promotional group. During recent union negotiations with The Pueblo Association of Government Employees (PAGE), it was proposed that a new classification, Wastewater Operator B, be established. The Union and City Administration determined that it was important to create this new promotional classification, in order to incentivize current Wastewater Treatment Plant employees to seek the difficult to achieve State of Colorado Class B Wastewater Treatment Plant Operator’s Certificate. By adding this new classification and promotional opportunity, it will assist the City in its retention and recruitment efforts within the Wastewater Department. This classification should have been included in the annual staffing Ordinance. Its exclusion was an oversight and this ordinance will correct the error. The result of this action will be no net increase in staffing. FINANCIAL IMPLICATIONS: Funding for this new classification has been appropriated in the 2015 budget and will be paid from the Wastewater Enterprise Fund. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the Pueblo Association of Government Employees (PAGE) Collective Bargaining Agreement for 2015 that includes the newly proposed Wastewater Operator B classification. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met during union negotiations and Labor Management meetings to discuss the proposal which was ultimately approved and was referenced in the 2015 collective bargaining agreement approved by City Council by Ordinance No. 8744 on June 23, 2014 ALTERNATIVES: The no action alternative would be to keep the promotional grouping the same and employees achieving the State of Colorado Class B Wastewater Treatment Plant Operator’s certificate will be unable to promote until they achieve an additional certification. The end result would make it difficult for the department to recruit employees and may hamper those employees that are willing to seek promotional opportunities in the future. Additionally, such non-action would be contrary to what was previously agreed upon in the 2015 collective bargaining agreement with the Pueblo Association of Government Employees (PAGE). RECOMMENDATION: Approval of the Ordinance.
