HomeMy WebLinkAbout08831 ORDINANCE NO. 8831 AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE PARKS AND RECREATION DEPARTMENT WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the Parks and Recreation Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscore indicates matter being added) SECTION 1. The following section captioned “PARKS AND RECREATION” of Ordinance No. 8811, being the 2015 Staffing Ordinance, is amended as follows: Parks and Recreation Director of Parks 1 Assistant Director of Parks and Recreation 1 Parks Manager1 Parks Supervisor 2 Ice Arena Manager 1 Parks Maintenance Mechanic 3 Recreation Supervisor 2 Gardener 1 Parks Senior Mechanic / Welder 1 Park Caretaker II - Irrigation 4 Park Caretaker, Senior 1 PMP & Contract Manager 1 Program Coordinator 3 Administrative Technician 1 Utility Worker / Park Caretaker I 14 \[\] Clerk Typist / Parks & Recreation Technician 1 Senior Clerk Typist 1 Total38 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate the transactions described therein. SECTION 3. The foregoing reclassification is contingent upon and subject to final approval by the Civil Service Commission if such reclassification is appealed and shall become effective upon the date that such reclassification becomes final pursuant to Section 6-4-5, P.M.C. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Marisa Pacheco – Human Resources Director Steven Meier – Parks and Recreation Director SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2015 STAFFING ORDINANCE BY RECLASSIFICATION OF A POSITION WITHIN THE PARKS AND RECREATION DEPARTMENT SUMMARY: The Department of Parks and Recreation requests to adjust its staffing by reclassifying the Clerk Typist/Parks and Recreation Technician position to a Senior Clerk Typist. PREVIOUS COUNCIL ACTION: On December 22, 2014, Ordinance No. 8811 was approved by City Council. This Ordinance provided authorized staffing for Fiscal Year 2015. BACKGROUND: The Parks and Recreation Department requests to adjust its staffing by reclassifying the Clerk Typist/Parks and Recreation Technician position to a Senior Clerk Typist. The Human Resources Department performed a reclassification review of the Clerk Typist/Parks and Recreation Technician position. The reclassification review found that the Clerk Typist/Parks and Recreation Technician position in the Parks and Recreation Department, performs job duties that are higher level than those described in the corresponding job description; and it was recommended that the scope and level of responsibility are in line with and are more adequately represented by the Senior Clerk Typist job classification. The result of this action will be no net increase in staffing. FINANCIAL IMPLICATIONS: Funding for the reclassified position of Senior Clerk Typist will come from the general fund. The difference in salary for the remainder of 2015 is approximately $3,078. BOARD/COMMISSION RECOMMENDATION: The President of the Pueblo Association of Government Employees (PAGE) has signed the meet and confer agreement and executed a Memorandum of Understanding concerning this reclassification. The union is supportive of this classification change. STAKEHOLDER PROCESS: City Administration and members of the executive board of the Pueblo Association of Government Employees (PAGE) met on November 13, 2014 to discuss the proposal which was met with support from the union. ALTERNATIVES: The no action alternative would be to retain the current classification assignment, necessitating reassignment of higher level duties to other staff members within the Department. Such an alternative which would be operationally difficult as the higher-level responsibilities of this position are significant, especially during the heavy seasonal and temporary hiring months. RECOMMENDATION: Approval of the Ordinance.
