HomeMy WebLinkAbout13151RESOLUTION NO. 13151 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $ 13,517,278.00 TO AMERICAN CIVIL CONSTRUCTORS, INC, AND SETTING FORTH $ 800,000.00 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 14 - 007 DILLON DRIVE / INTERSTATE 25 INTERCHANGE, AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, proposals for Project No. 14 – 007 Dillon Drive / Interstate 25 Interchange, have been received and examined; and WHEREAS, the proposal of American Civil Constructors of Littleton, Colorado was the lowest of those bids determined to be responsible; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A contract for PROJECT NO. 14-007 – Dillon Drive / Interstate 25 Interchange is hereby awarded to said bidder in the amount of $13,517,278. SECTION 2. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work . . . . $ 800,000.00 SECTION 3. Funds for said project shall be from Project Code DT0802 - Dillon Flyover. SECTION 4. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached contract/agreement to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. In 2008, a Contract was executed with CDOT authorizing the design phase. The engineering consultant team, led by Short, Elliot, Hendrickson, Inc. then began the lengthy engineering design, National Environmental Policy Act (NEPA) and CDOT/FHWA approval process. The Design Phase for the project was completed and all approvals from CDOT and FHWA were received in October 2014. The work was competitively bid, using CDOT’s Pre-Qualification process, through the City’s Purchasing Department, and a copy of the bid summary is attached. FINANCIAL IMPLICATIONS: Funds for the Project will be paid out of Project No. DT0802 – Dillon Flyover. BOARD/COMMISSION RECOMMENDATION: CDOT recommends the City award this project. STAKEHOLDER PROCESS: The City of Pueblo has held three public meetings concerning the interchange project. ALTERNATIVES: Denial of this Resolution will result in cancellation of the project, requiring the City to reimburse all grant monies expended thus far on design, environmental studies, and Right-of-Way / Easements costs. RECOMMENDATION: Approval of this Resolution. Attachments: Bid Summary
