WHEREAS, proposals for Project No. 13-084 have been examined; and
WHEREAS, the Dillon Drive / Interstate 25 Interchange Project currently has a funding
shortfall; and

WHEREAS, there are funds in the amount of $100,000 from HU1401 – East 8 Street
th
Bridge Rehab, $200,000 from HU1402 – East 8 Street Bridge / Dry Creek Design and
$267,115 from HU1502 – Main Street & Union Avenue Bridge Overlay, for a total of $567,115;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.

Funds in the amount of $100,000 from HU1401 – East 8 Street Bridge Rehab,

$200,000 from HU1402 – East 8 Street Bridge / Dry Creek Design and $267,115 from HU1502
– Main Street & Union Avenue Bridge Overlay, for a total of $567,115, is hereby transferred into
Project No. DT0802 – Dillon Drive / Interstate 25 Interchange.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said Contract on behalf of
Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution to effectuate the policies and procedures described
herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution transfers funds into Project No. DT0802 - Dillon Drive / Interstate 25
Interchange.

Engineering Management Services
BACKGROUND:
The Dillon Drive / Interstate I-25 Interchange Project began in 2004 when the City was advised
by the Federal Highway Administration (FHWA) that they were the recipients of a $5.45 Million
Federal Earmark. In 2008, a Contract was executed with CDOT authorizing the design phase.
The engineering consultant team, led by Short, Elliot, Hendrickson, Inc. then began the lengthy
engineering design, National Environmental Policy Act (NEPA) and CDOT/FHWA approval
process.
The Design Phase for the project was completed and all approvals from CDOT and FHWA were
received in October 2014.
The Dillon Drive / Interstate 25 Interchange Project is in the Construction phase. The Project
was competitively bid by the City of Pueblo’s Purchasing Department and bids exceeded the

Engineer’s Estimate. Project Numbers HU1401 – East 8 Street Bridge Rehab, HU1402 – East

8 Street Bridge/Dry Creek Design, and HU1206 – Main Street & Union Avenue Bridge Overlay
have funds available in the amount of $567,115. This funding transfer supplements the funding
already in place for the Dillon Drive / Interstate 25 Interchange construction
FINANCIAL IMPLICATIONS:

Funds in the amount of $200,000 from HU1401 – East 8 Street Bridge Rehab, $100,000 from

HU1402 – East 8 Street Bridge/Dry Creek Design, and $267,115 from HU1502 – Main Street &
Union Avenue Bridge Overlay, for a total of $567,115 shall be transferred into Project Number
DT0802 - DILLON DRIVE / INTERSTATE 25 INTERCHANGE.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
The City of Pueblo has held three public meetings concerning the interchange project.
ALTERNATIVES:
Denial of this Resolution will result in cancellation of the project, requiring the City to reimburse
all grant monies expended thus far on design, environmental studies, and Right-of-Way /
Easements costs.
PROPOSED MOTION:
Motion to approve the Resolution.
