A RESOLUTION APPOINTING A MEMBER TO THE PUEBLO
CITY-COUNTY LIBRARY DISTRICT BOARD OF TRUSTEES
WHEREAS, pursuant to §24-90-108(2)(e) C.R.S., the Committee which appoints
Trustees to the Pueblo City-County Library District consists of Council members Ed Brown
and Chris Nicoll and County Commissioners Terry A. Hart and Liane “Buffie” McFadyen;
and
WHEREAS, the Committee members reviewed the applications submitted for the
Pueblo City County Library District Board of Trustees and have unanimously agreed to
reappoint Phillip Mancha to the Board for a five-year term expiring December 31, 2019;
and
WHEREAS, it is now the desire of the Pueblo City Council to formalize these
appointments; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
Phillip Mancha is hereby reappointed to the Pueblo City-County Library District
Board of Trustees for a five-year term expiring December 31, 2019.
SECTION 2
The officers and staff of the City are directed and authorized to perform any and all
acts consistent with the intent of this Resolution to effectuate the policies and procedures
described herein.
SECTION 3
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Should City Council formalize the appointment made by the committee that appoints trustees to the
Pueblo City-County Library District?
PREVIOUS COUNCIL ACTION:
Pursuant to §24-90-108(2)(e) C.R.S., the Committee which makes recommendations for
appointment of trustees to the Pueblo City-County Library District consists of Council members Ed
Brown and Chris Nicoll and County Commissioners Terry A. Hart and Liane “Buffie” McFadyen.
Members of the Committee reviewed the applications and unanimously agreed to reappoint Phillip
Mancha to a five-year term expiring December 31, 2019.
BACKGROUND:
Due to the term expiration of Phillip Mancha, there is one term to be filled on the Pueblo City-County
Library District, for a five year term ending 12/31/2019.

Following an advertisement published in on Sunday, November 9, 2014
seeking volunteers to serve on this committee, an application was received from the following
individual:
Phillip Mancha, Resident of the City of Pueblo
FINANCIAL IMPLICATIONS:
This is a volunteer committee and members serve without compensation.

Not Applicable for this Resolution

ALTERNATIVES:
Council could remove the Resolution from the Agenda, request that the recruitment process be
extended, and order the public notice for applications be republished in order to receive additional
applications for consideration
