HomeMy WebLinkAbout08817 ORDINANCE NO. 8817 AN ORDINANCE ESTABLISHING CAPITAL PROJECT PE1401 FOR THE PURCHASE OF A PARKING ENFORCEMENT VEHICLE, BUDGETING AND APPROPRIATING FUNDS IN THE TOTAL AMOUNT OF $45,000, TRANSFERRING BUDGET OF $30,000 FROM THE PARKING FACILITIES ENTERPRISE 2014 OPERATING BUDGET AND $15,000 FROM THE PARKING FACILITIES ENTERPRISE RESERVES AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Capital Project No. PE1401 is hereby established. The total project budget will be $45,000. SECTION 2. Funds in the amount of $30,000 shall be transferred from the 2014 operating budget of the Parking Facilities Enterprise and $15,000 from the Parking Facilities Enterprise Reserves to PE1401. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance and to effectuate the transactions described herein. SECTION 4. This Ordinance shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION: None. BACKGROUND The primary function of the Parking Enforcers is to enforce the time limit zones in our commercial areas of the City. The areas range from Downtown, Mesa Junction, Bessemer, Parkview and St. Mary Corwin Hospitals, and areas in between, where the turnover and availability of on-street parking is critical to area businesses. Because of the distance covered a vehicle is necessary. It is also critical that the Parking Enforcers can chalk tires from both sides of the vehicle, hence a 1 seat vehicle with open access on each side. In addition, the proposed vehicle will be fully electric powered and includes the cost of charging equipment. The transfer of funds from the Parking Facilities Enterprise and the Parking Facilities Enterprise Reserves will allow for this purchase and will replace an existing vehicle that is no longer feasible to operate. FINANCIAL IMPLICATIONS: Funds for the project will be paid out of Project No. PE1401. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None ALTERNATIVES: Denying this Ordinance would result in the City of Pueblo being unable to proceed with the purchase of the replacement enforcement vehicle. This will result in inefficiencies of parking enforcement and will put a strain on the enforcement of parking regulations throughout the City. RECOMMENDATION: Approval of this Ordinance.
