HomeMy WebLinkAbout13129RESOLUTION NO. 13129 A RESOLUTION INSTRUCTING THE PUEBLO URBAN RENEWAL AUTHORITY TO COMMISSION A STUDY TO DETERMINE WHETHER THE AREA COMMONLY KNOWN AS THE LOWER WESTSIDE IS A SLUM, BLIGHTED AREA, OR A COMBINATION THEREOF, AND TO NOTIFY OWNERS OF PROPERTY IN THE AREA SUBJECT OF SUCH STUDY WHEREAS, on August 6, 2014, nine property owners and representatives (the "Representatives") from the area commonly known as the Lower Westside met with City staff concerned with illegal dumping activities, urban blight, and lack of public infrastructure in the area, and WHEREAS, the Representatives requested the City to study the Lower Westside Area for the purposes of considering a redevelopment plan to remove illegal dumping, slum, and blight; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Pueblo Urban Renewal Authority (the "Authority") is hereby directed to commission a study to determine if the Lower Westside Area depicted on Exhibit A is a slum, a blighted area or a combination thereof. SECTION 2. Within thirty days of the commissioning of the study described in Section 1, the Authority shall notify the owners of property in the area of such study pursuant to Section 31-25-107(1)(b) Colorado Revised Statues. SECTION 3. Within thirty days of the commissioning of the study described in Section 1, the Authority shall notify each public body that levies ad valorem property tax in the area of such study. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution to effectuate the policies and procedures described therein. SECTION 5. This Resolution shall become effective immediately upon final passage and approval. Nawrocki and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT:A RESOLUTION INSTRUCTING THE PUEBLO URBAN RENEWAL AUTHORITY TO COMMISSION A STUDY TO DETERMINE WHETHER THE AREA COMMONLY KNOWN AS THE LOWER WESTSIDE IS A SLUM, BLIGHTED AREA, OR A COMBINATION THEREOF, AND TO NOTIFY OWNERS OF PROPERTY IN THE AREA SUBJECT OF SUCH STUDY SUMMARY: The Resolution instructs the Pueblo Urban Renewal Authority to commission a study of blight in the Lower Westside area of the City and to notify property owners affected. PREVIOUS COUNCIL ACTION: None. BACKGROUND: On August 6, 2014, nine property owners and representatives from the area commonly known as the Lower Westside met with City staff concerned with illegal dumping activities, urban blight, and lack of public infrastructure in the area. Based upon preliminary visual assessment of the area, Staff agreed that blighting conditions may exist in the area and forwarded this request to City Council for direction. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: No Board or Commission recommendation. STAKEHOLDER PROCESS: City staff has met with property owners and representative in the Lower Westside area about the study. Staff from the Pueblo Urban Renewal Authority has been briefed by City staff about the citizen group's request. ALTERNATIVES: Denial of this Resolution will result in the dismissal of the citizen group's request. RECOMMENDATION: Approve the Resolution.
