A RESOLUTION AUTHORIZING THE EXPENDITURE OF
PASSENGER FACILITY CHARGES (PFC) FOR ELIGIBLE
PROJECTS AT PUEBLO MEMORIAL AIRPORT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Passenger Facility Charges (PFC) collected pursuant to Ordinance No.
8796 are hereby authorized to be expended on the following projects:
1. Rehabilitate Runway 8L/26R and a Portion of Runway 17/35
2. Enhance the Runway 8R/26L Safety Area (Signs and Markings)
3. Construct Replacement Training Runway
4. Rehabilitate a Portion of General Aviation Parking Apron
5. Conduct Wildlife Hazard Assessment
6. Acquire Aircraft Rescue and Fire Fighting Vehicle and Auxiliary Equipment
7. Rehabilitate Taxiway, Portion of Taxiway A and A9
8. Rehabilitate Taxiway D, Including Taxiway A Island Area and Associated
Apron Rehabilitation
9. PFC Administration Costs
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described therein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.

MEMORIAL AIRPORT
SUMMARY:
This Resolution authorizes the expenditure of the Passenger Facility Charges (PFC) for
eligible projects after the application has been approved by the Federal Aviation
Administration (FAA).
PREVIOUS COUNCIL ACTION:
On November 24, City Council approved Ordinance No. 8796 adopting a Passenger
Facility Charge Program and authorizing the filing of an application to the Federal
Aviation Administration (FAA) to impose a $4.50 PFC fee on eligible enplaned
passengers at Pueblo Memorial Airport.
BACKGROUND
The FAA requires a list of eligible projects be provided with the application to show what
the PFCs will be expended on. The projects that are listed have either been completed
or are in progress. The PFCs will reimburse the City for the matching funds that have
been or will be expended on each project.
FINANCIAL IMPLICATIONS:
The maximum PFCs to be collected is $833,789. The expiration date of the new PFC
collection will be April 1, 2036.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
All air carriers serving the Airport were notified via certified mail that the Airport is
planning to file a PFC application and were invited to a public meeting that was held on
November 19, 2014. None of the air carriers attended the public meeting nor did they
send any response to the notice.
ALTERNATIVES:
If this Resolution is not approved, the application will be incomplete and the FAA will not
approve it. Therefore, the Airport will no longer be able to collect these fees.
RECOMMENDATION
The Aviation Department recommends approval of this Resolution.
