PREVIOUS COUNCIL ACTION : None BACKGROUND : On September 16, 2014, as Wastewater Department personnel were taking samples at Airport Industrial Park Lift Station #2 a sampling device was inadvertently dropped into the sampling pipe at the Airport Industrial Park. The wastewater flow then carried the device down into a drop manhole were it was lost inside the downstream pipe. If left alone, this could potentially cause a back up and a health and safety hazard to the public. Therefore, it was determined that the equipment should be retrieved as soon as possible. Parker Excavating Inc. was asked to remove and replace approximately 10 lineal feet of pipe; therefore ensuring no backups occurred and the safety and health of the public was protected. The quote for the unit prices for the work by Parker Excavating Inc. and the change order for the project are attached. This work was performed under the Sanitary Sewer Point Repair multi-year contract under which nine (9) contractors were qualified via competitive bid. The cost breakdown for the project is as follows: Sanitary Sewer Replacement-related Remove & Replace 8" PVC < 12' $1,270.00 Remove & Replace 48” Dia. Manhole $2,950.00 Mobilization $800.00 100% Subtotal: $5,020.00 TOTAL: $5,020.00 FINANCIAL IMPLICATIONS : Funding for this project will come from the sanitary sewer rehabilitation budget funded by the Sewer User Fund. Funding was available and had been budgeted, appropriated and allocated to Project No. 13-012 (WWAN03). BOARD/COMMISSION RECOMMENDATION : Not applicable STAKEHOLDER PROCESS : None ALTERNATIVES : Alternative No. 1 – No Action Under this alternative, the City would make no improvements to the existing sanitary system and the sampling device would continue to block flow in the pipe and 48-inch manhole. This could eventually lead to a backup and negatively impact the public health and safety. Alternative No. 2 – Place the Manhole and 8” Main on the Rehabilitation List Under this alternative, the City would make no immediate improvements to the existing sanitary system. The manhole and 8-inch main would be put on a rehabilitation list and prioritized by the level of importance for future rehabilitation projects. Again, there would be a risk that backup occur and negatively impact the public health and safety. RECOMMENDATION : Approval of the Resolution. Attachments : Bid Summary Sheet Site Location Map
