A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $2,592 TO PARKER EXCAVATING INC.,
FOR EMERGENCY SANITARY SEWER POINT REPAIR IN THE
ALLEY TO THE NORTH OF 312 NORTH MAIN STREET AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME
WHEREAS, an emergency sanitary sewer repair was authorized by the Pueblo City
Manager in accordance with Section 1-10-5 of the Pueblo Municipal Code; and
WHEREAS, the point repair work was awarded to Parker Excavating Inc., under the
2013-2014 multi-year point repair contract ; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for repair of the sanitary sewer main in the alley to the north of 312 North
Main Street. Contract Agreement for Sanitary Sewer Repair with Parker Excavating Inc., Project
No. 13-012 (WWAN03) is hereby awarded to said bidder in the amount of $2,592.
SECTION 2.
Funds for Project 13-021 (WWAN03) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to effectuate the transactions
described therein. Furthermore, all actions previously taken by officers and staff of the City
consistent with the contract including any payments authorized under the contract are hereby
ratified.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Parker Excavating Inc., for
emergency sanitary sewer point repair in the alley to the north of 312 North Main Street.

BACKGROUND
:
On September 23, 2014, the Wastewater Department was informed that there was a
huge void in the alley at 312 North Main Street. AAA Plumbing was contracted to
connect a sewer service tap onto the City’s 8-inch sanitary sewer main. As they were
excavating they discovered the sewer main to be deteriorated beyond repair. With a
void in the alley, public safety was at risk and vehicles would not be allowed to drive
down the alley. Due to the potential for harm to the public, it was determined that the
sewer main and tap connection be replaced. Parker Excavating Inc. was asked to repair
and reinstate the tap to the public main to ensure public health and safety.
The quote for the unit prices for the work by Parker Excavating Inc. and the change
order for the project are attached. This work was performed under the Sanitary Sewer
Point Repair multi-year contract under which nine (9) contractors were qualified via
competitive bid.
The cost breakdown for the project is as follows:

FINANCIAL IMPLICATIONS
:
Funding for this project came from the sanitary sewer rehabilitation budget funded by
the Sewer User Fund. Funding was available and had been budgeted, appropriated
and allocated to Project No. 13-012 (WWAN03).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements to the existing sanitary
system and the alley would remain inaccessible to the public, the tap would continue to
deposit raw sewage into the groundwater and an increase in hazard to public health and
safety would be realized.
Alternative No. 2 – Place the Line on the Rehabilitation List
Under this alternative, the City would make no immediate improvements to the existing
sanitary system. The 8-inch main would be put on a rehabilitation list and prioritized by
the level of importance for future rehabilitation projects. Again, there would be a risk that
further the public would not have access to the alley and any raw sewage coming from
the tap would enter the groundwater, causing hazard to public health and safety.
RECOMMENDATION
:
Approval of the Resolution.
