A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $237,581 TO K.R.
SWERDFEGER CONSTRUCTION, INC. AND SETTING
FORTH $47,516 FOR CONTINGENCIES, AND
APPROVING THE TRANSFER OF FUNDS FROM
(WW1499) PROJECTS TO BE DETERMINED,FOR THE
FY2014 LOUISVILLE SUBDIVISION SANITARY SEWER
PROJECT AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE THE SAME
WHEREAS,
competitive bids for the Project No. 14-063 (WWAN01) FY2014 Louisville
Subdivision Sanitary Sewer Project have been received and examined; and
WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo, Colorado was
the lowest of those bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for construction of the sanitary main in the City of Pueblo.
Contract Agreement forFY2014 Louisville Subdivision Sanitary Sewer Project with K.R.
Swerdfeger Construction, Inc., Project No. 14-063 (WWAN01) is hereby awarded to
said bidder in the amount of $237,581.
SECTION 2.
Funds will be from the Sewer User Fund; have been budgeted and appropriated
to the Projects To Be Determined Fund, (WW1499), and will be transferred to
(WWAN01) for Project #14-063 (WWAN01).
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$47,516
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to K.R. Swerdfeger
Construction, Inc. for FY2014 Louisville Subdivision Sanitary Sewer Project to place
sanitary mains in the street of Rice Avenue, James Avenue, Butler Avenue and St. Clair
Avenue.

BACKGROUND
:
The Louisville Subdivision was re-subdivided from Block 9 of Wilcox & Moore’s Addition
in 1941. This subdivision does not have alleys or utility easements and the main is
located behind the houses on either side of the back yard fences. Furthermore, several
of the properties have sheds, detached garages or landscaping on top of the main.
The houses in the Louisville Subdivision were allowed to connect to a 6-inch private
sanitary sewer line. This practice is no longer allowed in the City. The City has
standardized on 8-inch diameter sanitary sewer mains, and all maintenance and
inspection equipment are sized for 8-inch pipes. As a result the City is unable to
maintain or inspect smaller sewer lines.
The upstream houses connected to the 6-inch private sewer line are starting to
experience sanitary sewer backups. Due to the fact that the private line is located on
private property and beneath outbuildings and fences, there is no access to the line. It
is doubtful the pipe has ever been cleaned and the condition of the pipe has never been
assessed. The likelihood of the line failing is high and, should a failure occur, the
residents in this subdivision would be left without any sanitary sewer service.
The Wastewater Department is constructing three new sanitary sewer mains in public
rights-of-way to provide an option for homeowners to connect their sanitary sewer
services for those who are having backup problems due to the existing 6-inch private
sewer.
The work by K.R. Swerdfeger Construction, Inc. will involve the construction of 689
lineal feet of 8-inch pipe, constructing 6 (six) 48-inch diameter manholes, removing and
replacing 2 (two) 48-inch diameter manholes, installing 30 sanitary sewer services to the
back of the curb and gutter, and overlaying Rice Avenue, James Avenue, and Butler
Avenue, as well as various surface improvements.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $237,581with contingencies of $47,516.
Funds have been budgeted and appropriated to the Projects To Be Determined Fund
(WW1499) and will be transferred from (WW1499) to (WWAN01) for Project #14-063
(WWAN01).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements to the existing sanitary
mains and the system would remain as is. Continuing with Alternative 1, the
homeowners are likely to experience backups more frequently until the private line
fails. Such failure would introduce unsanitary conditions to the residents and put a
heavy unexpected financial burden on the homeowners.
Alternative No. 2 – Pipe Bursting Existing Pipe
Pipe bursting is a method of replacing underground pipe without extensive excavation.
The method entails using a pneumatic hammer to burst the existing pipe while pulling a
new plastic pipe behind the bursting head. This alternative was considered but
discarded due to the lack of feasibility. Pipe bursting is effective for stretches of pipe
where there are no connections that have to be reinstated. In this case the service
lines for each house would require excavation to connect to the new pipe. Due to the
need for multiple excavations in locations where there are existing surface structures,
pipe bursting is not suitable for this project.
