ORDINANCE NO. 8789
AN ORDINANCE DESIGNATING THE DR. WILLIAM T.H. =
AND LURENA BAKER HOME, 220 W. ORMAN AVENUE,
AS A LOCAL HISTORIC LANDMARK

WHEREAS, the City of Pueblo's Historic Preservation Code, Chapter 14, Title IV,
declares that the City shall identify, designate, and preserve those buildings, objects, Em;:
monuments, structures, and sites which reflect outstanding elements of the community's o
architectural and cultural heritage; and m

WHEREAS, the present application was initiated by the property owner and the o m
City's Historic Preservation Commission has reviewed the application for designation of Nmi
the Dr. William T.H. and Lurena Baker Home as a Local Historic Landmark and has m`0gf
recommended to the Planning and Zoning Commission the designation of this resource; m

WHEREAS, the City Planning and Zoning Commission has reviewed the Historic zir.o
Preservation Commission's recommendation and the designation application and 1,i;m
submitted its recommendation thereon for landmark designation to City Council; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council finds and determines that the Dr. William T.H. and Lurena
Baker House located at 220 W. Orman Avenue, Pueblo, Colorado, and legally
described as Lots 3 + 4, Block 101, Colorado Coal + Iron Development Company's
Subdivision, is associated with the life of persons significant in the past, and embodies
those distinguishing characteristics of an architectural-type or engineering specimen as
defined in the Pueblo Historic Preservation Code Section 4-14-8.
SECTION 2.
The City Council hereby designates the Dr. William T.H. and Lurena Baker
House as a local Pueblo Historic Landmark, subject to the benefits, obligations, and
restrictions resulting from such designation as described in Chapter 14, Title IV of the
Pueblo Municipal Code.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of the Ordinance to effectuate the policies and
procedures described herein.
SECTION 4.
This Ordinance shall become effective immediately upon final passage and
approval, and a certified copy of this Ordinance shall be recorded in the records of the
Pueblo County Clerk and Recorder by the City Clerk.

BAKER HOME, 220 W. ORMAN AVENUE, AS A LOCAL HISTORIC
LANDMARK
SUMMARY:
As is detailed in the Historic Preservation Commission’s recommendation, the Dr.
William T.H. and Lurena Baker Home was found to be “associated with the life of a
person or persons significant in Pueblo’s past” (Sec. 4-14-8(a)(1a)). It is further found
to “embody those distinguishing characteristics of an architectural-type or engineering
specimen” (Sec. 4-14-8(a)(2b)).
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The house is located in the Mesa Junction neighborhood near the Orman Adams
mansion, an area where numerous high ranking steel mill managers, executives, real
estate barons, and related trades took up residence. The current property is unique in
that it is related to the medical development of Pueblo and Colorado Fuel and Iron Plant
operations. The property has served as a residence since its construction in 1912 and
has only had two sets of owners directly descended from three time Governor Alva
Adams.
The house is significant as a unique and well preserved two story transitional Prairie
Arts and Crafts Mission architecture, all styles which were prevalent in Pueblo in 1912.
The home is also significant because Baker was one of the founding physicians of
Parkview Hospital now a Pueblo institution, as well as a founding member of the Pueblo
clinic once located at 7th and Main. Dr. Baker was a key figure in the medical
development of Pueblo. The second owner, William Adams, was associated with the
commercial development of Pueblo and directly descended from the famous Governor
Alva Adams.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
Adoption of Ordinance as recommended by the Planning and Zoning Commission at
their September 10, 2014 Regular Meeting and the Historic Preservation Commission at
their Regular Meeting held on July 24, 2014.
STAKEHOLDER PROCESS:
A Notice of Public Hearing was published in the Pueblo Chieftain and a Public Hearing
was held before the Historic Preservation Commission on July 24, 2014.
A Notice of Public Hearing was published in the Pueblo Chieftain and a Public Hearing
was held before the Planning and Zoning Commission on September 10, 2014.
ALTERNATIVES:
If City Council does not approve this Ordinance, the home will not become a local
landmark.
RECOMMENDATION:
Approval of the Ordinance.
