AN ORDINANCE APPROVING AND ACCEPTING A FEDERAL
EMERGENCY MANAGEMENT AGENCY (FEMA) AND
DEPARTMENT OF HOMELAND SECURITY (DHS) GRANT
AMENDMENT, AND APPLICABLE CONDITIONS PERTAINING
THERETO, ESTABLISHING PROJECT NO. PD1404 STAFFING
FOR ADEQUATE FIRE AND EMERGENCY RESPONSE
(SAFER) VETERAN HIRING PROGRAM, BUDGETING AND
APPROPRIATING AMENDMENT FUNDS IN THE AMOUNT OF
$157,354 FOR THE PURPOSES AUTHORIZED BY THE
AMENDMENT AGREEMENT
WHEREAS, the Federal Emergency Management Agency (FEMA) and Department of
Homeland Security (DHS) has tendered a grant amendment to the City of Pueblo in the amount

of 157,354, and
WHEREAS, acceptance of the amendment is in the best interest of the City; NOW,
THEREFORE,
BE IT ORDAINED THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Amendment Agreement and Amendment Agreement Articles, true copies of which
are attached hereto, having been approved as to form by the City Attorney, are hereby
approved.
SECTION 2.
$
The amendment amount of 157,354 is hereby budgeted and appropriated to Project
No. PD1404 for expenditure for the purposes authorized by the amendment agreement.
SECTION 3.
The City of Pueblo will not be required to contribute any funds to Project No. PD1404.
SECTION 4.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance and the attached contract to effectuate the
transactions described herein.
SECTION 5.
This Ordinance shall become effective immediately upon final passage and approval.

SUMMARY:
Attached is an Intergovernmental Agreement between the City of Pueblo and the Federal
Emergency Management Agency (FEMA) and the Department of Homeland Security (DHS)
concerning an amendment to the Staffing for Adequate Fire and Emergency Response
(SAFER) Grant and an extension on the original award.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The purpose of the Staffing for Adequate Fire and Emergency Response (SAFER) Veteran
Hiring Program is to extend funding for two positions into a third year, in the amount of $157,354
(salary $49,701/each; benefits $28,976/each).
FINANCIAL IMPLICATIONS:
If the City accepts the amendment, as recommended, there will be no financial implications
other than Finance Department staff time to review expenditures and to prepare and submit
grant-required financial reporting.

The City of Pueblo Fire Department was awarded a FY2013 SAFER grant EMW-2013-FH-00445 under the
Hiring of Firefighters Category to hire seven (7)firefighters lost through attrition. Two (2)of these positions will
be filled by a military veteran. Per the FY2013 Veterans Hiring Program, City of Pueblo Fire Department is
submitting this amendment to request additional funding for the third year salary and benefit costs of these
two veterans. The total cost of the amendment for third year salary and benefits is (two military veterans)
$157,354.00. The third year salary and benefits costs per veteran are: salary-$49,701.00; benefits -
$28,976.00. Additionally, this amendment will require a one year period-of-performance(POP) extension from
the current POP end date of 04/29/2016. The third year requested POP end date shall be 04/29/2017.
