A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $363,000 TO K.R.
SWERDFEGER CONSTRUCTION, INC. AND SETTING
FORTH $72,600 FOR CONTINGENCIES, FOR THE
FY2014 WEST SIDE SANITARY SEWER REDIRECTION
PROJECT AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for the Project No. 14-031 (WWAN01) FY2014
West Side Sewer Sanitary Sewer Redirection Project have been received and
examined; and
WHEREAS, the proposal of K.R. Swerdfeger Construction, Inc. of Pueblo,
Colorado was the lowest of those bids determined to be responsive; NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for construction of the sanitary main in the City of Pueblo.
Contract Agreement for FY2014 West Side Sanitary Sewer Redirection Project with
K.R. Swerdfeger Construction, Inc., Project No. 14-031 (WWAN01) is hereby awarded
to said bidder in the amount of $363,000.
SECTION 2.
Funds for Project 14-031 (WWAN01) shall be from the Sewer User Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$72,600
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to K.R. Swerdfeger
Construction, Inc. for FY2014 West Side Sanitary Sewer Redirection Project to redirect
the sanitary waste flow from the broken mains under Burlington Northern Santa Fe’s
railroad tracks.

BACKGROUND
:
Currently, there are two broken mains that are located under Burlington
sanitary sewer
th
Northern Santa Fe’s (BNSF) railroad tracks near Halleck Avenue and West 16 Street
th
and Halleck Avenue and West 17 Street. The Wastewater Department is called out to
these locations at least once a month to flush the line because wastewater is backed up
due to the broken pipe. There is always a possibility for the cleaning head to become
lodged in the broken pipe while flushing the main.
Redirecting the wastewater flow will eliminate the sanitary sewer mains under BNSF’s
railroad tracks. Also, any future maintenance problems can be repaired with an open
cut fix. A new sanitary main will be constructed at the manhole located in the
thth
intersection of Halleck Avenue and the alley between West 17 Street and West 18
Street and head south crossing BNSF’s and the Colorado State Hospital’s Right Of Way
(ROW) to an existing manhole located in the southern portion of the State Hospital’s
ROW. This proposed alignment will not be under any railroad tracks or secured fences.
A permit to place the sanitary main has been granted by BNSF. The plans have been
approved by the Colorado State Hospital and an easement agreement is being drafted
by the Colorado State Hospital.
The work by K.R. Swerdfeger Construction, Inc. will involve the construction of 2,926
lineal feet of 8-inch pipe, constructing 11 (eleven) 48-inch diameter manholes, removing
and replacing 3 (three) 48-inch diameter manholes and 1 (one) 60-inch manhole, as well
as various surface improvements.
FINANCIAL IMPLICATIONS
:
The cost of the construction project was bid at $363,000. Funds have been budgeted
and appropriated to the Projects To Be Determined Fund and will be transferred to
(WWAN01) for Project #14-031 (WWAN01).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would make no improvements to the existing sanitary
mains and the system would remain as is. Doing so could introduce unsanitary
conditions to the public as well as contaminate ground water sources with raw
sewage. Furthermore, there is a possibility the cleaning head may get lodged in the
broken pipe.
Alternative No. 2 – Pipe Bursting Existing Pipe Under Railroad Tracks
This alternative was considered but discarded due to the lack of feasibility. Pipe
bursting is a trenchless method of replacing buried pipes that cannot be replaced with
a traditional open cut trench. Due to the type, size and slope of the pipe, pipe bursting
was not suitable for this project.

:
