AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF
TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE
FY 2014 CLASSIFICATION AND PAY PLAN BY ADDING THE
POSITION OF WW UTILITY WORKER V
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being
deleted, underscore indicates matter being added)
SECTION 1.
The following line items within Section 6-5-16 of Chapter 5, of Title VI of the Pueblo Municipal
Code as amended, being the Classification and Pay Plan (2014), are amended to read as follows:
6-5-16. Schedule, classification, work week and monthly salary.
The following shall constitute:
A. The classification and pay range for all bargaining unit employees of the City
effective January 1, 2014;
B. The classification and pay range for all non-bargaining unit employees of the City
January 1, 2014;
C. The pay range for all unclassified employees of the City effective January 1,
2014.

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the transactions described therein.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.

UTILITY WORKER V
SUMMARY:
The Wastewater Department would like to reflect the addition of the position title and pay scale
for the WW Utility Worker V.
PREVIOUS COUNCIL ACTION:
On August 25, 2014, Ordinance No. 8769 was approved by City Council. This Ordinance
reclassified the WW Lift Station Operator classification to WW Utility Worker V.
BACKGROUND:
Section 8-8 of the City Charter requires the Human Resources Director to provide a Uniform
Schedule of Pay for the Classified Service, which shall be approved by the City Manager and
submitted to City Council. As submitted, the Pay Schedule adds the WW Utility Worker V pay
rate and scale.
FINANCIAL IMPLICATIONS:
Funding for the two (2) WW Utility Worker V positions was appropriated in the 2014 budget.
The newly reclassified WW Utility Worker V classification is at the same salary level, so there is
no change in funding for the new classification.
BOARD/COMMISSION RECOMMENDATION:
N/A
STAKEHOLDER PROCESS:
City Administration and members of the executive board of the Pueblo Association of
Government Employees (PAGE) met on July 31, 2014 to discuss the proposal. Both parties
agreed to the salary schedule and reclassification of the Lift Station Operator to WW Utility
Worker V. The President of PAGE executed the meet and confer agreement accordingly.
ALTERNATIVES:
There are no alternatives to this Ordinance. If this Salary Ordinance does not receive approval
by City Council, there will not be a pay rate or scale available to the department and the
Wastewater Department will be unable to proceed with the reclassification of the position.
RECOMMENDATION:
Approval of the Ordinance.
