A RESOLUTION AWARDING A CONSTRUCTION
CONTRACT IN THE AMOUNT OF $1,010,779 TO
INSITUFORM TECHNOLOGIES AND SETTING FORTH
$202,155.80 FOR CONTINGENCIES, FOR THE FY2014
SANITARY SEWER 30” ARKANSAS OUTFALL LINING
PROJECT AND AUTHORIZING THE PURCHASING
AGENT TO EXECUTE THE SAME
WHEREAS, competitive bids for the Project No. 14-066 (WWAN02) FY2014
Sanitary Sewer 30” Arkansas Outfall Lining Project have been received and examined;
and
WHEREAS, the proposal of Insituform Technologies of Littleton, Colorado was
the lowest of those bids determined to be responsive; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
This contract is for lining of a 30” sanitary main along the Arkansas River and a
38” sanitary main in Prairie Avenue within the City of Pueblo. Contract Agreement for
FY2014 Sanitary Sewer 30” Arkansas Outfall Lining Project with Insituform
Technologies, Project No. 14-066 (WWAN02) is hereby awarded to said bidder in the
amount of $1,010,779.
SECTION 2.
Funds for Project 14-066 (WWAN02) shall be from the Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of
Pueblo, A Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional
amount as stipulated in this section is hereby established for contingencies and
additional work.
Contingencies and Additional Work………$202,155.80
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution and the contract to effectuate the
transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution awarding a construction contract to Insituform Technologies for
FY2014 Sanitary Sewer 30” Arkansas Outfall Lining Project on the 30” main running
along the Arkansas River and the 38” main running down Prairie Ave. within the City of
Pueblo.

BACKGROUND
:
The sanitary sewer system is comprised of several different types of pipe. One of these
pipe types is reinforced concrete pipe (RCP) which, as time goes on, starts to break
down. The surface of the concrete pipe will start to spall and peel off, eventually leading
to corrosion of the RCP down to the reinforcement. Once the reinforcement starts to
show, it too will become corroded. This is a good sign that the pipe is becoming closer
to failure, leading to raw sewage being released into the ground and contaminating the
ground water. In addition, if spalling and cracking occurs on the portions of the pipe
where raw sewage is not flowing, infiltration of ground water can enter the sanitary
sewer system. When infiltration occurs, selenium can also enter the sanitary sewer
system. The EPA has strict limits on the amount of selenium that we are allowed to
release after treatment, but selenium is very hard to remove. Therefore, if we can
remove sources of selenium, we will have a cheaper, and easier, way to remove
selenium. As long as the RCP is in good shape, the option of lining the mains with an
impenetrable lining that will stop the entrance of ground water carrying selenium and
cover the exposed and corroding reinforcement in the sewer main is best. The
Wastewater Department maintains a priority list of these deteriorating sanitary sewer
mains. The sites for this project were taken from that list due to their advanced
deteriorated condition. To protect public interest, these mains require rehabilitation.
The work by Insituform would involve installing an impenetrable liner known as cured-in-
place pipe into a total of 6,162 lineal feet of 30” RCP and 1,300 lineal feet of 38” RCP.
Private taps shall be reinstated to the sanitary sewer main using a tool inserted into the
lined sewer main which will cut a hole through the liner at each tap.
FINANCIAL IMPLICATIONS
:
The cost of the construction project will not exceed $1,010,779. Funds are available
from the Sewer User Funds and have been budgeted and appropriated to Project #14-
066 (WWAN02).

ALTERNATIVES
:
Alternative No. 1 – No Action
Under this alternative, the City would do no improvements to the existing sanitary
mains and the system would remain as is. Doing so could introduce unsanitary
conditions to the public as well as contaminate ground water sources with raw
sewage.
Alternative No. 2 – Remove and Replace Sanitary Sewer Mains
Under this alternative, the entire length of the 30” main and the 38” main would be
excavated to remove all of the RCP and replaced with polyvinyl chloride (PVC) pipe.
The amount of pipe that would need to be removed and replaced would be
approximately 7,462 feet. This amount would include roughly 1,300 feet of 38” pipe.
The remaining amount of pipe would consist of 30” pipe. Taps would have to be cut
into the new PVC pipe at each tap location. There are approximately 9 taps that are
feeding into the 30” and 38” RCP line. An increased amount for traffic control would
have to be considered due to the fact that excavation in the roadway (Prairie Ave.)
from Lee Ln. to Dittmer Ave. In addition, paving would need to be completed and
flowfill would have to be added above the newly installed PVC pipe.
The engineer’s estimate for Alternative No. 2 is approximately $2,200,000.
