HomeMy WebLinkAbout13077RESOLUTION NO. 13077 A RESOLUTION OF THE PUEBLO CITY COUNCIL CONFIRMING SUPPORT AND COMMITMENT TO ENCOURAGE HEALTHY OPPORTUNITIES FOR MEMBERS OF THE COMMUNITY BY JOINING THE LIVEWELL COLORADO HEALTHY EATING ACTIVE LIVING (HEAL) CITIES AND TOWNS CAMPAIGN WHEREAS, cities and towns, including Pueblo, have the opportunity to impact healthy eating and active living in the places we live, work, learn, and play; and WHEREAS, the adult obesity rate in Pueblo is 28.7 percent compared to Colorado at 20.3 percent; and th WHEREAS, Pueblo County ranks very low, 56 out of 59 counties, in the category of health behaviors; and WHEREAS, over 33 percent of children in Pueblo County ages 2 – 14 are overweight or obese as compared with the state average of 27 percent; and WHEREAS, the population in Pueblo County has challenges with education regarding healthy eating and physical activity; and WHEREAS, more members of our community in Pueblo County are being diagnosed with diseases linked to being overweight and obese; such as diabetes (12 percent compared to 7.1 percent in Colorado) and hypertension (34.9 percent compared to 25 percent); and , WHEREAS the City of Pueblo desires to collaborate with the nonprofit group, LiveWell Colorado, the community group Pueblo Active Community Environments, and the Pueblo City-County Health Department to participate in the HEAL cities and towns campaign to promote healthy eating and active living; and WHEREAS, the City of Pueblo has demonstrated its commitment to active living through its pursuit of and being awarded a Walk and Wheel Grant from Kaiser Permanente. To that end, the City of Pueblo adopts this HEAL Cities and Towns Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. City Council hereby recognizes that obesity is a serious public health threat to the health and well-being of adults, children, and families in Pueblo. Societal and environmental changes are needed in Pueblo to support individual efforts to make healthier choices. SECTION 2. City Council supports improvements to the existing and new built environment such as trail connectivity, complete streets, bicycle lanes or paths, and safer options for pedestrians that encourages walking, biking, and other forms of physical activity. SECTION 3. City Council supports the expansion and community access to indoor and outdoor public recreation through joint use agreements with schools and/or other partners. SECTION 4. City Council will promote workplace wellness by encouraging healthy physical activity in the workplace and making healthy food choices. SECTION 5. City Council will continue through updates to the zoning code and subdivision regulations to support healthy, local food options such as farmer’s markets, community gardens, and increased access to healthy foods. SECTION 6. City Council supports the LiveWell Colorado Healthy Eating Active Living Cities and Towns Campaign. SECTION 7, The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution to effectuate the policies and procedures described herein. SECTION 8. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Steven Meier, Director of Planning and Community Development SUBJECT: A RESOLUTION OF THE PUEBLO CITY COUNCIL CONFIRMING SUPPORT AND COMMITMENT TO ENCOURAGE HEALTHY OPPORTUNITIES FOR MEMBERS OF THE COMMUNITY BY JOINING THE LIVEWELL COLORADO HEALTHY EATING ACTIVE LIVING (HEAL) CITIES AND TOWNS CAMPAIGN SUMMARY: The Resolution recognizes the health threats in Pueblo related to being overweight and inactive and the commitment to join LiveWell Colorado’s HEAL campaign for cities and towns to promote healthy eating and active living. Attached is the Resolution of support. PREVIOUS COUNCIL ACTION: In 2014, City Council accepted the Kaiser Permanente Walk and Wheel Grant to improve the built environment for bicycles and pedestrians, promote events to increase activity and participation, and change community behaviors to become healthier to Move Pueblo Forward. BACKGROUND: Cities and towns and their residents face increased health care costs and diminished quality of life due to the epidemic of obesity and being overweight. The HEAL Cities and towns campaign, which began in 2012, aims to reduce and prevent obesity by engaging municipal leaders to champion healthy eating and active living. A condition of the Kaiser Permanente Walk and Wheel Grant was a commitment by City Council to ensure Pueblo became a HEAL city through a collaborative effort with LiveWell Colorado’s HEAL campaign. FINANCIAL IMPLICATIONS: There will be no cost to the City for joining the LiveWell Colorado HEAL campaign. In fact, the Campaign provides coaching and technical assistance to support this process. Plus, all Colorado municipalities that adopt policies promoting healthy eating and active living become eligible, upon review and approval, for public relations and marketing resources, including use of the HEAL Cities and Towns logo. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The City of Pueblo agreed to join the HEAL campaign when accepting the Walk and Wheel funding from Kaiser Permanente in early 2014. ALTERNATIVES: None. RECOMMENDATION: Approval of this Resolution. Attachments: None
