Attached for consideration is a letter from the Pueblo Poverty Foundation requesting

PREVIOUS COUNCIL ACTION:
A donation of $600 was made in 2012 and a donation of $1,500 was made in 2013 to
this event from Council Contingencies.
BACKGROUND:
Council President Sandra K. Daff and Council Members Steve Nawrocki and Ed Brown

are requesting $3,750 to sponsor the 7 Annual Bessemer Christmas Stocking
Giveaway, Vocabulary Challenge, and Vocabulary Challenge Award Trip.
FINANCIAL IMPLICATIONS:
Funds in the amount of $3,750 would be paid from the Council Contingencies Account
in the 2014 General Fund Budget to the Pueblo Poverty Foundation.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable.
STAKEHOLDER PROCESS:

ALTERNATIVES:
City Council could choose not to authorize funding to sponsor the event.

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Payment in the amount of $3,750 from the Council Contingencies Account in the
2014 General Fund Budget is authorized to be paid to the Pueblo Poverty Foundation to

SECTION 2.
The officers and staff of the City are directed and authorized to perform any and
all acts consistent with the intent of this Resolution to effectuate the policies and
procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

Dear Friends,
I am writing to you today on behalf of the Pueblo Poverty Foundation. We respectfully request a
donation in the amount of$5,000 from the City of Pueblo to support the ongoing programs of this
organization. While PPF is a relatively new organization, we have met with stunning successes that are
shared below.
History and Mission
Founded in late 2011,The Pueblo Poverty Foundation (PPF) is a community-driven, collaborative effort
to reduce poverty in Pueblo Colorado. Entirely volunteer run,the mission of the Pueblo Poverty
Foundation is to raise up generations of resident and community leaders dedicated to building a social
movement to end poverty through collaboration, education, and economic opportunity.
Accomplishments
• In November 2013, more than 500 young people attended a holiday breakfast. These young
people had run into trouble with the law and were going through the Pueblo Municipal Courts.
The purpose of this holiday breakfast is to provide motivational guidance to stop these young
people from escalating their infractions from the Municipal Court level to higher levels of the
justice system, which would leave them with a record that will stay with them for life.
• In December 2013, more than 600 young people received stockings from the Pueblo Poverty
Foundation.
• In May 2014, 200 children and several teachers were rewarded for their hard work through the
Vocabulary Challenge program by attending a Colorado Rockies game. Many of these young
people had never left the city limits of Pueblo.
• Scholarships have been distributed to 30 young people who face unexpected circumstances that
may lead them to drop out of institutions of higher learning.

Project Program Description
The Pueblo Poverty Foundation requests funds in the amount of$5,000 to provide funding for three
separate activities—all of which benefit Pueblo's low-income population.
Vocabulary Challenge
An average middle class child entering kindergarten has a vocabulary of approximately 5,000 words.
The average child that is from a home below the poverty level has a vocabulary of approximately 2,200
words. This discrepancy causes the child from the poverty level environment to be disadvantaged
during his entire education. The Pueblo Poverty Foundation is working with Bessemer and Minnequa
Schools on programs and incentives to bring all children to a level playing field in relation to their
vocabulary levels. In each discipline, children at these schools are given challenging words to memorize
and have the ability to define. The young people are excited, the teachers are excited, and the School
District has embraced this program. The goal for this program is to engage additional schools to
participate.
The kids who are participating in this Vocabulary Challenge are working very, very hard. There is no
down-time, no more watching cartoons; it's all about hard work. So,the reward for all this hard work is
that the principals and teachers and a district administrative staff person identified the 100 kids from
each of the schools that tried hard and worked the hardest. They went to a Colorado Rockies game on
May 22nd of this year. Next year, we intend to take the kids to either the Aquarium or one of the many
museums in Denver. With the school year just underway, the kids are continuing their hard work to
compete for the opportunity to go on next year's trip.
Stocking Giveaway
The Pueblo Poverty Foundation hopes to continue its stocking giveaway in 2014. For many children,
these stockings are truly the only gift the child will receive for the holidays. In addition, PPF will
purchase gift cards to give to parents of needy children. This year we will collaborate with Parkview
Medical Center to provide flu shots for the elderly and immunizations for young children. In addition, we
hope to conduct a coat drive with the goal of providing 100 coats for children.
Our organization has no administrative expenses or cost and you have my pledge that we will use your
donation in the best and most efficient way to help these children grow. Thank you so much for your
