HomeMy WebLinkAbout13070 RESOLUTION NO. 13070 A RESOLUTION AUTHORIZING PAYMENT FROM THE COUNCIL CONTINGENCIES ACCOUNT IN THE 2014 GENERAL FUND BUDGET TO THE HARP FOUNDATION IN THE AMOUNT OF $3,760 TO PURCHASE ONE FLAG POLE TO BE PLACED ON THE UNION AVENUE BRIDGE BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Payment in the amount of $3,760 from the Council Contingencies Account in the 2014 General Fund Budget is authorized to be paid to the HARP Foundation to purchase one flag pole to be placed on the Union Avenue Bridge. SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 3. This Resolution shall become effective upon passage and approval. PREVIOUS COUNCIL ACTION: No previous action. BACKGROUND: The HARP Foundation is making efforts to be in compliance with Resolution No. 12101, A RESOLUTION ADOPTING AN OFFICIAL FLAG POLICY FOR THE CITY OF PUEBLO, and in order to do so will be replacing two flag poles on the Union Avenue bridge to position the American flags five feet higher that the other flags along the bridge. Council Member Ami Nawrocki is requesting $1,709.85 from her contingencies account and Steve Nawrocki and Chris Nicoll are requesting $2,050.15 from their contingencies account to purchase one flag pole to be placed on the Union Avenue Bridge. FINANCIAL IMPLICATIONS: Funds in the amount of $3,760 would be paid from the Council Contingencies Account in the 2014 General Fund Budget to the HARP Foundation. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: Not Applicable. ALTERNATIVES: City Council could choose not to authorize funding to purchase the flag pole. RECOMMENDATION: This Resolution is at the request of Council Members Ami Nawrocki, Steve Nawrocki, and Chris Nicoll. U o` w i = ` .0 c ,, U c U g r° d cC a23 c 8 p .0 ° E o 2 E U ? 3_ i 4 HARP.. ,. tt 1. • FOUNDATION ,.s-„111IiI IIiU;.gn' September 4,2014 Councilwoman Ami Nawrocki Pueblo City Council-HARP Authority Representative 200 South Main Pueblo CO,81003 Dear Ms.Nawrocki, The HARP Foundation at their August 25th regular meeting voted to request that the Pueblo City Council share in the cost of replacing the two existing 30 ft.center flag poles,one on each side of the Union Avenue bridge,with 35 ft. flag poles,by providing the funds from the Council contingency account to purchase one of the two flag poles in the amount of$3,760.00. The passage by Pueblo City Council of resolution No. 12101, A RESOLUTION ADOPTING AN OFFICIAL FLAG POLICY FOR THE CITY OF PUEBLO, required that the HARP Authority (the Riverwalk is City owned property) comply with the official flag policy using the"Let's be Right on Flag Etiquette”as a guide.As all of the flag poles on the Union Avenue bridge are of equal height,and following the guidance provided in "Let's be Right on Flag Etiquette", required the HARP Authority to move the American flags from the center most flag poles on the bridge to the most far right flag poles, and that the other flags to be flown lower than the U. S. flag. This has caused a great deal of confusion in the Pueblo community, asking why the flags are being flown at"half-staff',or just calling to inform us that the flags are slipping,etc. The HARP Authority would like to return the U. S. Flag back to its position of prominence in the center of the bridge, but to do this we need to replace the two existing center position 30 ft. poles with 35 ft. poles. The cost of the two, 35 ft. internal halyard bronze poles with shipping, one on each side of the bridge, is $7,250.00. The City Transportation Department has agreed to remove the existing poles and install the new poles. These two existing 30 ft. flag poles would be available for use on other city properties.
