(SEH) FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $557,789 RELATING TO THE REHABILITATION OF TAXIWAY D AND A PORTION OF THE AIRCRAFT PARKING APRON AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. A certain Agreement for professional services, a copy of which is attached hereto and made part thereof by reference, by and between the City of Pueblo, a Municipal Corporation, and Short Elliott Hendrickson Inc. (SEH) for the rehabilitation of Taxiway D and a portion of the aircraft parking apron at the Pueblo Memorial Airport, after having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of City Council is hereby authorized to execute the Agreement on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 3. Funds in the amount of $557,789 shall be expended from Project AP1402- Taxiway D Rehab. SECTION 4. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the attached Agreement to effectuate the transactions described therein. SECTION 5. This Resolution shall become effective immediately upon final passage and approval. (SEH) FOR PROFESSIONAL SERVICES IN THE AMOUNT OF $557,789 RELATING TO THE REHABILITATION OF TAXIWAY D AND A PORTION OF THE AIRCRAFT PARKING APRON AT THE PUEBLO MEMORIAL AIRPORT AND AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME SUMMARY: Attached is a Resolution approving an agreement for engineering services relating to the rehabilitation of Taxiway D and a portion of the aircraft parking apron at the Airport. PREVIOUS COUNCIL ACTION: City Council approved a contract with SEH on April 9, 2012 under Resolution No. 12361 to provide engineering services to the Pueblo Memorial Airport for 3 years with 2 one year options. On February 24, 2014, Resolution No. 12903 was approved authorizing the filing of an application for Federal assistance from the FAA to rehabilitate Taxiway D and a portion of the aircraft parking apron at the Pueblo Memorial Airport. City Council also approved Ordinance No. 8708 on March 24, 2014 accepting a Colorado State of Aeronautics grant to fund 2.5% of this project. On April 14, 2014, City Council approved Ordinance No. 8725 that established Project AP1402-Taxiway D Rehab and budgeting State grant funds and the City’s matching funds into the project. On September 8, 2014, City Council approved Resolution No. 13048 accepting a Federal grant for this nd project and an Ordinance is on this agenda for the 2 reading to ratify the resolution and budget the funds into the project. The passage of this Resolution is contingent upon the approval of Ordinance Item R-3. BACKGROUND The pavement on Taxiway D and the associated apron area needs to be rehabilitated. This project is on the Airport’s CIP with both the Federal and State governments. This agreement with SEH is for the engineering services for the project. Since the airport has a current contract with SEH to provide these services, the project was not put out to bid for engineering. However, the FAA requires that an Independent Fee Analysis (IFE) be completed and the engineer’s scope of work be negotiated. Earlier this year, Leverington & Associates did an IFE and the scope of work was then negotiated with SEH. The FAA was apprised of the IFE and the outcome of the negotiations and has approved the SEH contract, placing funds to cover this contract into the grant. FINANCIAL IMPLICATIONS: Funds in the amount of $577,789 will be expended from Project AP1402-Taxiway D Rehab. The Federal grant will pay for $548,899 (95%) and the State grant will pay for $14,444 (2.5%). The City’s match is $14,446. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The project will only close small portions of the airport at any one time. Access will be provided for pilots wanting to use the facility and there should be minimal interference with any of the businesses on the Airport. ALTERNATIVES: Since City Council has accepted grants from the State and Federal government, the project has to move forward. In order to do that, this agreement with the engineers must be approved.
