HomeMy WebLinkAbout13054RESOLUTION NO. 13054 A RESOLUTION APPROVING AN AGREEMENT BETWEEN HDR ENGINEERING AND THE CITY OF PUEBLO IN THE AMOUNT OF $60,558 FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE PUEBLO AREA COUNCIL OF GOVERNMENTS – METROPOLITAN PLANNING ORGANIZATION TRAVEL DEMAND MODEL, UPGRADE/PACOG LONG RANGE TRANSPORTATION PLAN (PHASE 3) BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Agreement between HDR Engineering and the City of Pueblo, a Municipal Corporation, dated September 22, 2014 (the “Agreement”) concerning professional services associated with the Pueblo Area Council of Governments – Metropolitan Planning Organization Travel Demand Model, Upgrade/PACOG Long Range Transportation Plan (Phase 3), a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved, subject to appropriation required therefore, if any, in fiscal years beyond the date of adoption of this Resolution. SECTION 2. The President of the City Council is hereby authorized to execute the Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the Seal of the City thereto and attest same. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of the Resolution and the attached agreement to effectuate the transaction described therein. SECTION 4. This Resolution shall become effective immediately upon passage and approval. Daff and Members of City Council CC: Sam Azad, City Manager VIA: Gina Dutcher, City Clerk FROM: Scott Hobson, Planning & Community Development SUBJECT: A RESOLUTION APPROVING AN AGREEMENT BETWEEN HDR ENGINEERING AND THE CITY OF PUEBLO IN THE AMOUNT OF $60,558 FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE PUEBLO AREA COUNCIL OF GOVERNMENTS – METROPOLITAN PLANNING ORGANIZATION TRAVEL DEMAND MODEL, UPGRADE/PACOG LONG RANGE TRANSPORTATION PLAN (PHASE 3) SUMMARY: Attached is a Resolution for City Council consideration approving a Professional Services Agreement with HDR Engineering concerning professional services associated with the Pueblo Area Council of Governments (PACOG) – Metropolitan Planning Organization Travel Demand Model, Upgrade/PACOG Long Range Transportation Plan (Phase 3). PREVIOUS COUNCIL ACTION: On April 14, 2014, City Council approved Resolution No. 12924, authorizing the City to enter into an agreement between the City and HDR Engineering for the Travel Demand Model Evaluation (Phase 1). On June 23, 2014, City Council approved Resolution No. 12996 approving an agreement between the City and HDR Engineering for Phase 2 of the Travel Demand Model Update. BACKGROUND: The Urban Transportation Planning Division solicited proposals from qualified consultants to complete an initial evaluation of the PACOG travel demand model between January 29, 2014 and February 26, 2014. The City has previously entered into Phase 1 and Phase 2 agreements with HDR Engineering totaling $183,055 to implement an upgrade to the travel demand model that will be utilized to refine travel trip forecast modeling. The final phase of the agreement is to integrate the information, analysis, and data into the PACOG 2040 Long Range Transportation Plan. The Scope of Work for this phase will also include assistance by HDR Engineering in the completion of the PACOG 2040 Long Range Transportation Plan that is scheduled to be adopted by the PACOG Board at the end of February 2015. The City Urban Transportation Planning Division has reviewed the proposal for the completion of the Phase 3 Travel Demand Model Upgrade & PACOG Long Range Transportation Plan, and has determined that the proposal meets the requirements for responsiveness, time sensitivity, and cost to complete the Project. FINANCIAL IMPLICATIONS: The Agreement covers the Phase 3 Scope of Work for the Project totaling $60,558. The cost for the professional services will be paid from the Urban Transportation Planning Projects Budget, Project TP1426. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The staff from the Colorado Department of Transportation Planning and Travel Demand Modeling Sections participated in the initial review of the four proposals received for the Project in April of this year and concurred with the selection of HDR Engineering. ALTERNATIVES: Not Applicable. RECOMMENDATION: Approval of the Resolution. Attachments: Agreement for Professional Services
