Daff and Members of City Council VIA: Gina Dutcher, City Clerk FROM: Sam Azad, City Manager SUBJECT: A RESOLUTION IN SUPPORT OF THE CODE OF ETHICS TASK FORCE’S EFFORTS TO UPDATE THE CITY OF PUEBLO’S CODE OF ETHICS SUMMARY: Attached is a proposed resolution in support of the efforts of the Code of Ethics Task Force of Pueblo, Colorado (“CETF”) to update the City’s Code of Ethics. PREVIOUS COUNCIL ACTION: The City’s Code of Ethics was last revised by City Council by Ordinance No. 7484, dated July 10, 2006. BACKGROUND: From February, 2013 through June, 2014, CETF studied ethics codes from various cities and communities across Colorado. On July 21, 2014, representatives of CETF presented to City Council a working draft of CETF’s proposed changes to the City’s Code of Ethics. After a discussion with Council Members, representatives of CETF requested additional time to return to Council with proposals to amend the City’s Ethics Code either by ordinance or by charter amendment. FINANCIAL IMPLICATIONS: None. BOARD/COMMISSION RECOMMENDATION: Not applicable to this resolution. STAKEHOLDER PROCESS: Council Members and City staff have met with CETF representatives on many occasions regarding the City’s Code of Ethics. ALTERNATIVES: Make no changes to the City’s current Code of Ethics. RECOMMENDATION: Approval of this Resolution. Attachments: Proposed Resolution RESOLUTION NO. 13046 A RESOLUTION IN SUPPORT OF THE CODE OF ETHICS TASK FORCE’S EFFORTS TO UPDATE THE CITY OF PUEBLO’S CODE OF ETHICS WHEREAS, the City’s Code of Ethics, Sec. 1-9-1, et seq. of the P.M.C. has not been reviewed or updated since 2006; and WHEREAS, the Code of Ethics Task Force of Pueblo (“CETF”), a grassroots group of concerned citizens has been meeting since February 2013 to make recommendations to City Council regarding updating the City’s Ethics Code; and WHEREAS, City Council is grateful for the time and effort devoted by members of CETF in reviewing the City’s Code of Ethics and those of other comparable cities in Colorado; and WHEREAS, City Council welcomes input from concerned citizens regarding issues facing the City; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council of Pueblo supports the efforts of CETF to update the City’s Code of Ethics. SECTION 2. CETF is requested to return to City Council with proposals to update, streamline and improve the City’s current Code of Ethics either by ordinance or charter amendment. SECTION 3. The officers and staff of the City are directed and authorized to perform any and all acts consistent with this Resolution. SECTION 4.
